About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Regional Network Enterprise Center (RNEC) Fort Leavenworth, Kansas.

Duties

Responsible for operating, programming, maintaining, and monitoring the digital ESS and Voice Over IP Call Manager. Examines and analyzes status and operation trends of various equipment/circuit performance making recommendations for modification or enhancements when necessary. Works with sophisticated and interrelated software programs. Responsible for installation, test, repair, and maintenance of telecommunications systems and equipment such as HDSL devices, data systems, Voice Over IP Call Manager and modular telephone systems. Install, maintain, repair, moves and disconnects voice, data and special circuits.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain training certifications for the NORTEL SL-100 Switch.
  • The employee may be required to work overtime or compensatory time.
  • The employee may be recalled to duty.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Incumbent must be able to obtain and maintain a valid state driver's license.
  • Pre-employment physical may be required.

Specialized experience would be demonstrated by providing troubleshooting and testing equipment associated with telecommunications switches and systems; installing and repairing various communication systems and equipment; and resolving complex problems identified with systems or services. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as a degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
