The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Asset Accountability Flight in the 502 Civil Engineer Squadron.
Duties
Plans, organizes, and directs the activities of the Asset Accountability Flight, ensuring that financial management, budget, real property/ space utilization, computer support, and manpower activities comply with legal and regulatory requirements and meet customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Asset Accountability Flight with a variety of installation and functional area organizations.
Establishes, defines, and implements requirements for the Civil Engineering Asset Accountability Flight activities to ensure services and functions are in line with organizational goals and mission/ mission partner requirements.

- This is a Centrally Managed Position: PCS expenses will be paid IAW JTR and Air Force Regulations.

- The work may require the employee to drive a motor vehicle. An appropriate driver's license will be required for the position.
- A Bachelor's degree and appropriate professional registration/certification are desired.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This is a Supervisory Position, a 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes proficiency in environmental compliance and natural/cultural resources concepts, standards, methods, practices, techniques, materials, and tools; expertise of energy, housing, and real estate/asset management principles, applicable laws, and Department of Defense (DoD) concepts, theories, policies; directives, and procedures; knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DoD planning, programming, and budgeting system PPBS.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the application of environmental compliance and natural/cultural resources concepts, standards, methods, practices, techniques, materials, and tools.
2. Knowledge of energy, housing, and real estate/asset management principles, applicable laws, and Department of Defense (DoD) concepts, theories, policies; directives, and procedures.
3. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DoD planning, programming, and budgeting system PPBS.
4. Knowledge of standard construction and contracting regulations, practices, and procedures.
5. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
