The position is located in the Department of Veterans Affairs, Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6), Charles George VA Medical Center, Asheville, NC (CGVAMC). The position serves as a coordinator for Primary Care PACT Teams within Asheville main campus and the associated Community Based Outpatient Clinics (CBOCs). The incumbent has primary responsibility for management of PACT Team clinical profiles and performs management, workload, and process analyses.
Duties
Performs other duties as assigned:
Management Analysis (45%)
Perform management analyses, research projects and provides advisory services on technical compliance, data integrity, and achievement of numerous and varied performance measures for Primary Care Service Line management and subordinate clinics.
Utilize Lean Six Sigma methods and facilitate clinic and service line level systems redesign activities, including cycle time studies, process flow mapping, and rapid cycle improvement.
Review directives from headquarters and provides results on potential impact on the organization, recommending process and policy changes.
Address identified problem areas or vulnerabilities and timely efforts are critical to the success of the Service Line and Asheville VA Medical Center in achieving national, Veteran Integrated Service Network (VISN) and local performance measures and goals.
Perform organizational utilization studies on clerical and technical procedures and processes used by Primary Care to identify and develop improvements and efficiency of methods.
PCMM Coordination (25%)
Management of patient panels in primary care through consistent use of PCMM supports system redesign and allows facilities to provide improved healthcare delivery for patients through their assigned PCPs and PACT teams within the system.
Establishes and manages PCMM team and position set ups for Primary Care and specialty PACT teams. Creates or modifies team and position settings, assigns provider user class based on verified credentials.
The incumbent provides advice to all staff involved with PCMM, troubleshooting, and coordinating processes. Trains, directs, and assists Primary Care administrative staff in the assignment of patients to PACT teams and removal of patients from the database when discharged from Primary Care.
Appointment Management Clinic Profiles (15%)
Establishes, monitors, and maintains clinic profiles for Primary Care. Advises medical/administrative staff on creating new clinic profiles or making changes to established clinics.
Automated Data Processing Application Coordinator (ADPAC) Duties (15%)
Functions as the backup to the ADPAC offering technical advice on VistA application(s), including associated menus, options, security keys, and files
Troubleshoots hardware and software problems using guidelines, procedures, and policies.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this question does not apply to you.) For this vacancy, applicants must have held grade GS-07 or higher for at least one year to be eligible for the GS-09. The grade must have been held in the Federal service but may have been in any occupation. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current Federal employee status. You must also submit additional SF-50(s) to clearly demonstrate one-year time in-grade as required in the announcement. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade Gs-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Applying principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards.
Develop and apply new information technology (hardware, software, telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet orginal requirements
Identifying needs and know where and how to gather information.
Planning, coordination, and execution of business functions, resource allocation, and production.
Organizing and maintaining information or information management systems.
