You will serve as a Freight Rate Specialist in the Property Management Department of Naval Sea Logistic Center of NAVSEALOGCENKYPTDIVNUWC MECH PA in Crane, Indiana.
Duties
You will determine the most efficient and economical rates and routes for the movement of freight all over the world to non-recurring points, ports, or foreign destinations.
You will be responsible for the transporting items such as small arms and dangerous articles; chemicals; poisonous articles and radioactive materials.
You will administer the policies and procedures in the classification of commodities, explosives, and special types of weapons.
You will use the principles of “Best Value” to determine the carrier and compare cost in order to select the most efficient and economical, or expeditious method of shipment of explosives and inert materials.
You will maintain contact with personnel that are responsible and arrange for special carrier equipment and transportation for armed guards.
You will determine carrier capability and performance standards, as well as the safety of the delivery of shipment.
You will perform the functions necessary to ship foreign military sales and grant aid program material in accordance with federal laws and the applicable regulations.
You will ensure inspections are performed on outbound, empty/loaded motor vehicles; loading/loaded with hazardous materials of sensitive materials
You will certify that vehicles and drivers meet strict regulations
You will supervise the signing of shipping document (contract between the government and the trucking company) by the carrier driver(s).
You will make recommendations for the acceptance or denial of extra charge; monitor and report movement of SEAVAN and MILVAN container to the Surface Deployment and Distribution Command.
Requirements

- You will be required to obtain and maintain a certification for shipment of hazardous materials and dangerous goods.
- This position requires some bending, stooping, lifting, and carrying of luggage and other materials to and from, and at the TDY site.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a bargaining unit position.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07/08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing or overseeing the movement of freight utilizing knowledge of transportation processes, hazardous material handling procedures, and automated supply data bases such as Enterprise Resource Planning (ERP) or equivalent system.

Education
Substitution of Education:
- A master's or equivalent graduate degree in a field of study directly related to the position; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a field of study directly related to the position; OR
- An LL.B. or J.D., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
