This position is located in a field office in Pennsylvania, for the Natural Resource Conservation Service (NRCS). The incumbent works with the field offices and staff in developing and implementing natural resource conservation programs by providing technical guidance, assistance, and evaluation on matters related to Farm Bill Programs and Conservation Programs contracting and implementation.

Duties

Work with landowners and operators to develop a variety of conservation plans according to established policies and procedures and in accordance with landowners' decisions Provide program management, training and quality control for NRCS conservation programs such as the Farm Bill and Environmental Quality Incentive Program (EQIP). Direct administration to the field offices, including property management, maintenance of records, and preparation of administrative reports. Conduct area reviews, perform program quality checks in accordance with agency policies, and provides training to the field staff for technical practices. Provide technical guidance engineers and conservation districts to develop of highly specialized land resource plans, and to incorporate soil and water conservation measures.

If you do not possess this status, you will not receive consideration. Time In Grade Requirement: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Basic Education Requirement: Degree: Must have a Bachelor's or higher degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.) OR Combination of Education and Experience:Must have a combination of education and experience: at least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-09 Specialized Experience: To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: Assisting landowners with the implementation of conservation plans; Using computer programs (ie: Excel, Power Point, etc.) to manage databases; Participating in meetings to explain natural resource conservation measures; and Assisting with preparing reports using computer data from multiple sources. OR Substitution of education in lieu of specialized experience for the GS-09 level: Two year(s) of progressively higher level graduate education leading to a master's or equivalent graduate degree in a field such as soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. OR Combination of Education and Experience: Combination of the above described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Note: Only graduate level education beyond the first year or 18 semester hours may be combined with specialized experience. You must submit transcripts.) GS-11 Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: Providing technical advice for the implementation of conservation plans to staff and landowners; Making recommendations for how to use resources to achieve conservation goals; Using computer programs (ie: Excel, Power Point, etc.) to analysis programs; Participating in meetings to advocate for natural resource conservation measures; and Preparing reports using computer data from multiple sources. OR Substitution of education in lieu of specialized experience for the GS-11 level: Two year(s) of progressively higher level graduate education leading to a Ph.D. or equivalent graduate degree in a field such as soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. Combination of Education and Experience: Combination of the above described education and specialized experience such that they total 100% when combined.
