The primary purpose of this position is: To provide aircraft simulator and academic courses following the prescribed syllabus for the graduate fighter pilot flying training program; instructs students in the full range of fighter aircraft maneuvers or capabilities necessary to meet the needs of an operational unit's mission.

Duties

Applying aviator experience, serves as a simulator instructor for rated pilots in fighter aircraft training. Applying aviator experience, serves as an academic instructor for rated pilots in fighter aircraft training. Determines training requirements and recommends development of, or changes to courseware. Carries out special projects, such as preparing and presenting research material in a clear, concise, and professional manner.

• Experience as a rated military pilot is critical to the successful completion of assigned duties. Previous flight experience in one of the following fighter aircraft is mandatory: F-15, F-16, F/A-18, F-22, F-35.
• Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI)
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft
• Incumbent is subject to work other than normal duty hours, which may change daily due to simulator and academic work schedules
• This is a non-flying position; special salary rate does not apply
• Pre-employment Physical required
• Incumbent may be required to stand for several hours at a time while instructing in a classroom environment

Qualifications

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the Aircraft Operation Series, 2181.https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2100/aircraft-operation-series-2181/ Minimum Eligibility Requirements: Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions. AND Certification and Ratings: A current Commercial Pilot Certificate or the appropriate military rating. NOTE: If establishing eligibility based on flight experience applicant must provide official orders, forms, or logbooks showing your status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Flight Experience: Candidates must demonstrate possession of the knowledge and skills required for the work by meeting certain minimum flight hour requirements, including recency of flight experience. The categories in which candidates are required to demonstrate proficiency relate to (1) the general knowledge and skills to pilot the aircraft, and (2) the specific knowledge and skills related to the particular position being filled. Only that flight experience that is directly related to the work of the position is required for purposes of establishing minimum eligibility. Instructor Time NOTE: You must submit proof of Flight Hours. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of aircraft systems and operating procedures, advanced instrument techniques, aerobatic maneuvers, close formation flying, high-speed low-level flight, aerial refueling, aggressor and defensive combat, and range missions with ordnance, as well as knowledge of high-performance fighter aircraft, and of the operation, characteristics, and limitations of the corresponding aircraft simulator. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources. Knowledge of the Instructional Systems Development (ISD) process, requirements of fighter pilot training, and the pilot training syllabus. Skill in the use of a variety of computer applications and software, to include simulator systems sufficient to meet desired learning objectives and to demonstrate flying procedures and maneuvers. Skill in review and analysis techniques and methods to appraise assigned programs or projects; identify needs and solutions; develop goals, policies, and procedures; monitor progress; and evaluate success. Ability to communicate clearly and effectively orally and in writing to include classroom instruction before large and small audiences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
