Duties

DUTY 1: Participates in EMSEC field-tests and laboratory test, ensuring accurate and efficient evaluation of secure data processing components, aircraft communications systems, and facilities at CONUS/OCONUS test sites. DUTY 2: Conducts field and laboratory EMSEC testing. DUTY 3: Coordinates with EMSEC test team lead to identify emerging technological trends and potential vulnerabilities that could require changes to existing directives, test procedures, or equipment. DUTY 4: Performs all duties of EMSEC test team lead in the absence of regular team lead.

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This series covers technical positions supervising, leading, or performing work involving applying: knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. Electronics technicians may have gained experience assisting in work situations including: Maintenance - Developing maintenance standards and procedures for use by others. Analyzing repair practices and developing procedural instructions for use by others on methods and steps to repair equipment. Installation - Planning and directing the installation of complex systems and associated facilities, particularly where there are site selection and construction problems, dealings with contractors and public utilities, and the possible need to modify equipment for novel site characteristics. Fabrication - Designing and analyzing circuits, determining design feasibility, evaluating equipment performance under varying environmental conditions, and collecting performance data. Designing or modifying designs to achieve performance and cost objectives. Evaluating the adequacy of equipment for such purposes as repair, calibration, and testing. Testing and Evaluation/Research and Development - Developing or evaluating new or modified electronic systems. Completing testing, evaluating data, and determining acceptability of equipment modifications, validity, test procedures and data, or legality of operation. Technicians support professional engineers in performing experiments, research, and developmental activities requiring an in-depth knowledge of technical engineering methods, applications, practices, and principles to work on concepts, prototypes, and experimental projects that are without precedent and support state-of-the-art research. Sustainment - Developing, performing, evaluating, or modifying calibration and test equipment, systems, and procedures. Reporting, analyzing, and archiving test data. Performing complex calculations and manipulations of test data to improve performance of systems, instrumentation, measurement standards, techniques, and procedures. Troubleshooting - Analyzing and diagnosing faults in the operational configuration of electronic systems and equipment. Interpreting circuit wiring, logic cable diagrams, drawings, specifications, and schematics of complete systems and equipment to understand the function and interconnections of the various assemblies and troubleshoot the system. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: practical knowledge in instrumented field and laboratory testing and interpretation skills, as well as IT systems, R&D techniques, communications system principles, mathematics, physics, electromagnetics and electronics. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Applies sound engineering practices to extend test methods and procedures as required to satisfy unprecedented test requirements driven by the use of advanced communication system technology. Applies proven and emerging theories and practices to meet test requirements. 2. Uses engineering formulas and applies electromagnetic theory, circuit theory, information technology theory, and communication system theory to lead TEMPEST advanced technology team in development of test plans that are rigorous and efficient, while meeting objectives and procedures outlined in national test instructions. 3. Maintains knowledge of national level research and development programs relating to TEMPEST, advanced communication techniques, electromagnetic spectrum analysis, and best engineering practices for test and evaluation techniques. Remains cognizant of changes to national TEMPEST standards and techniques, theoretical and practical electronics, test instrumentation, signal analysis techniques, and developments in communication and network centric radio system technology. 4. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise test products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 5. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems. 6. Ability to quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and competing resources based on mature judgment and experience, and present and/or defend a position effectively. CONDITIONS OF EMPLOYMENT CONT: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information, other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. This position has been designated by the Air Force as a Testing Designated Position under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
