Employee will serve as a Budget and Financial Technician aligned within Fiscal Service located at the Mid-Atlantic Central Virginia Veterans Healthcare System in Richmond, VA.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Duties will include, but may not be limited to the following:
Determines employee pay, maintains payroll records, and completes reports on employees. Applies primary and special regulatory pay provisions such as types of appointments, work hours, overtime, retirement, taxes, insurance, deductions, leave management, etc.
Responds to written and verbal inquiries from employees, supervisors, payroll office, timekeepers, human resources, unemployment office, financial institutions, Treasury Department, Internal Revenue Service, etc.
Advises leadership, approving officials, and employees in fund control management, funds compensation disbursement, and entitlements within employee accounts.
Provides technical assistance by trouble-shooting program failures and problems and provide solutions for problem areas.
Evaluates, updates, and distributes instruction directives, handbooks, manuals, program notes, and other necessary materials that promote successful operation of the employee programs. Reviews and recommends process improvements of these training materials.
Works with budget personnel to ensure accurate fund control points.
Ensures proper transfer of funds from suspense accounts are accurately applied to bills of collections for insurance premium payments, various types of buybacks (e.g., workers compensation claims; salary overpayments; etc.)
Reconciles transactions in the automated fiscal database systems; researches and resolves discrepancies between various ledgers and makes needed adjustments.
Ensures settlements are paid from appropriate fund account and that funding is available to cover payment of settlement agreement.
Manages summary cost accounts verifying validity and accuracy of accounting fund control point transactions and data.
Determines proper work methods and develops work sheets and forms necessary to complete tasks.
Performs other duties as necessary.
Work Schedule: Monday-Friday, 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-5) in the Federal service. Specialized experience includes: entering financial accounting transactions into an automated data management system, reconciling accounts and ledgers and preparing funds reports; and payroll/timekeeping functions. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. PHYSICAL REQUIREMENTS: Work is primarily sedentary but does require some walking to different areas of the medical center.
