You will serve as a Contract Specialist n the Air Force Concepts, Development and Management Office and Navy Office of Special Technology of NAVAL INTELLIGENCE ACTIVITY. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will provide business advice and perform all pre-award and post award functions for a wide variety of highly specialized procurements. You will procure services and commodities for complex and/or diversified programs such as Program Executive Officer programs: Acquisition Category rated programs, actions deemed as "other contracting" pursuant to the Air Force FAR supplement. You will plan the overall approach to meet contracting program objectives within a risk-tolerant environment for a wide rand for AF-wide, and USD(I) programs that span multiple years or involve successive program stages. You will review complex program requirements packages to ensure adequacy and compliance with all administrative, regulatory, legal, and procedural requirements. You will plan, prepare and execute contracts for complex and/or diversified services and commodities. You will plan, develop, and implement a variety of contracting approaches; establish the acquisition strategy for assigned programs; function as the lead negotiator throughout the process.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires DAWIA Certification within 1 year of entering on duty in this position or obtain an approved time waiver.
  • You are required to complete "Public Financial Disclosure Report".
  • Some travel may be required.
  • May be required to work some overtime.
  • May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

  • This position may requires a 2-Year DCIPS trial period requirement.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Use a wide range of contracting methods and types to perform all pre-award and post award functions for a wide variety of highly specialized procurements and providing business advice; 2) Provide technical direction, procedures, training, and advice to technical or program personnel, functional leadership, headquarters or higher level acquisition officials and contractors on contractual language, legal responsibilities, and acquisition and business related issues; 3) Plan, prepare, and execute contracts for complex and/or diversified services and commodities.
