This position is located in the Department of Health and Human Services, Administration for Strategic Preparedness and Response, Immediate Office, located in Washington, District of Columbia.
Duties
Leads a team of requirements personnel to carry out the planning and development of requirements that support capability development and acquisition.
Lead development of capabilities-based or material requirements based on analysis of scenarios and modeling for public health consequences of chemical, biological, radiological, nuclear (CBRN) threat agents or emerging infectious diseases (EIDs), or conventional disaster scenarios.
Lead or support development of legal and regulatory policy solutions such as Public Health Emergency declarations, Emergency Use Declarations or PREP Act declarations for medical countermeasure use during response to CBRN incidents or EIDs.
Leads development of analyses of alternatives (AoAs) through analytical comparison of identified alternatives, operational effectiveness of clinical approaches, MCM alternatives, or other DOTMLPF solutions (measures of effectiveness against CBRN and EID scenarios).

Basic Requirement for the GS-0401, Biologist: You must meet one of the items listed below (A or B):
A. You must possess a bachelor's degree or higher from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Must provide transcripts)
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in response A above, plus appropriate experience or additional education. (Must submit transcript.)
Basic Requirement for the GS-1301, Physical Scientist: You must meet one of the items listed below (A or B):
A. You must possess bachelor's degree or higher from an accredited college or university in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Must provide transcripts)
OR
B. Combination of education and experience: education equivalent to one of the majors shown in response A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (Must provide transcripts)
Basic Requirement for the GS-1320, Chemist: You must meet one of the items listed below (A or B):
A. You must possess a bachelor's degree or higher from an accredited college or university in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. (Must provide transcripts)
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. (Must provide transcripts)
Basic Requirement for the GS-0601, Health Scientist:
A. You must possess a bachelor's degree or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (Must provide transcripts)
Specialized Experience: GS-14:
Do you possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal Service (obtained in either the public or private sectors) performing (3) of the (4) following duties: Independently leading work in accordance with established priorities to ensure timely accomplishment of assigned team tasks; Providing advice as a senior scientific/health expert consultant on technical matters, medical countermeasures and policy issues; Making recommendations to change or develop Chemical, Biological, Radiological, Nuclear (CBRN) polices and/or programs; And Conducting medical CBRN research and development to identify material solutions for program integration;
