The position performs duties to assist one individual, and in some cases the subordinate staff of that individual, by performing general office work auxiliary to the work of the organization. The position is the principal clerical or administrative support position in the office, operating independently of any other such position in the office.

Duties

Expert knowledge in utilizing word, excel, access, flow charter, power point, and other software. Will utilize the VATAS timekeeping program and serve as timekeeper and will keep all staff up to date on policies and changes. Expert skill in using a PC and related software especially Microsoft Office, Outlook, and other software Knowledge of the organization and mission for the Department of Veterans Affairs Health Care System and this medical center. Knowledge of facility's programs and future planning as it relates to administrative clerical functions. Responsible for reviewing and advising on national and local policies, directives, regulations and memorandums. Provides guidance to management, in coordination with the Admin Officer, of the PM&R service line for trainings and developing of programs. Responds to requests for information from Veterans or their families and directs them to the appropriate individuals withing or outside of the Medical Center. TMS/training coordinator for PM&R Service assuring mandatory trainings (including CPR/ BLS) are completed. Will answer phone lines appropriately and respond per policy. Will follow up on phone requests and return calls promptly. Able to evaluate PM&R programs and give timely and accurate reports. Has expert use of correct grammar, punctuation, and spelling and can communicate clearly. Will represent PM&R Service at a variety of management meetings, recording commitments made by supervisors during meetings, informs the staff of those commitments, follows-up and provides feedback on the commitments. Will attend meetings, provide agendas and transcribe minutes as needed. Will attend meetings, provide agendas and transcribe minutes as needed. Deal with issues such as organizational conflict, competing objectives, or resource problems to find solutions. Independently handles and resolves all complaints (either presented in person or by telephone) with respect to their request to speak to the Chief. Analyze operations using qualitative and quantitative analytical techniques, makes recommendations to management to solve problems Maintains the calendar for the Chief, PM&R, Assistant Chief, and the Admin Officer for appointments, with authority for commitments of time. Makes arrangements for meetings by reserving space, setting time, and contacting personnel involved. Collects all pertinent information and correspondence necessary for scheduled and unscheduled meetings. Using personal initiative, the employee observes the need for administrative or procedural notices or instructions to the staff, prepares the necessary issuances, and presents them for signature or signs them personally. The employee devises and installs office procedures. Work Schedule: Monday-Friday 7:30am-4:00 pm, subject to change based on the needs of the facility. Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to- Skilled in using a PC and related software. Skilled in transcribing minutes. Developing material for use in public speaking engagements. Demonstrated base knowledge of how the health care facility works. Ability to interact with and advise patients, customers, and other stakeholders of prosthetic service requirements. (Minimum Qualifications) Applicants for this position must show possession of the following skill: 40 words per minute typing speed. Applicants may meet these requirements by self-certifying their proficiency. You should be aware your self-certification of possession of this skill is subject to evaluation and verification. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work.
