Duties

The duties, described below, represent the major duties performed at the GS-07 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience. Performs Quality Assurance reviews/audits to determine the accuracy of debt establishment and validation for all services and the effectiveness of the associated internal controls. Identifies the areas and types of corrective/improvement action needed. Recommends changes to written or current procedures and practices covering the functional areas, additional office training needs and utilization of resources. Performs special reviews of selected debt establishment cases upon request by service member or other authority (DoD IG, NGA, Army, Air Force, Navy, etc). Answers questions from technicians when guidance is not readily available. Reviews and considers a variety of circumstances prior to establishing service member’s debt or repayment.

  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

  • Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.

Qualifications

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-06, applicants must have served 52 weeks as a GS-05 or higher in the Federal service. To be considered for the GS-07, applicants must have served 52 weeks as a GS-06 or higher in the Federal service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 if applying at the GS-06 level, or GS-06 if applying at the GS-07 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-06 Specialized Experience is defined as: automated pay systems to process pay actions, researching and making necessary corrections to resolve problem pay actions; experience processing a wide variety of pay actions which require carrying out different and unrelated steps and procedures to resolve pay problems of different specialties. GS-07 Specialized Experience is defined as: reviewing work for technical adequacy and compliance with established policies and procedures; processing a wide variety of complex military pay debt audits; determining debt calculations; and examining and verifying all documents for propriety, completeness and accuracy. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-07 (1-grade interval) Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
