The primary purpose of this position is: to provide expert Windows management technical advice, guidance, and future planning for the Center's enterprise mission Windows servers supporting treaty monitoring activities; This position serves as the focal point for Windows-based missions server management for the Center. Incumbent performs duties as the Lead Windows Systems Administrator with several tasks.
Duties
This is a highly technical position in which the incumbent's technical skills will be significantly challenged. Management responsibilities in this position are extremely limited. The incumbent provides expert Windows administration for over 80 mission and core services servers supporting customers worldwide.
Coordinates with outside vendors to determine industry best practices to ensure project requirements and timeliness are met.
Provides and exercises technical guidance in Windows System management that requires consideration of undefined issues or elements and determination of the nature and scope of problems affecting the organization.
Supports all operational activities of the assigned organization and complies with the processes and standards of it.
Ensures the technical quality of proposed solutions to provide for optimum performance and incorporates appropriate technology and techniques that represent the best approaches.

- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP)

- Bachelor of Science degree in Computer Science/Engineer with four years of administration experience or the equivalent which is eight years of Windows administration experience and exposure to Virtualization software such as VMware is desired

Qualifications
In order to qualify, you must meet the Individual Occupational Requirements (IOR) described on the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GS-2210, Information Technology (IT) Management Series (Alternative A).
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance; knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system; knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions; and knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skills necessary to provide and exercise expert technical guidance in Windows management which may require consideration of undefined issues or elements and determination of the nature and scope of problems affecting the organization.
2. Knowledge of a full range of Windows management concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing, and maintaining Windows systems which meet current and future state of the art organizational mission requirements.
3. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.
4. Knowledge of security procedures to maintain control of classified material.
5. Ability to apply highly complex theories to make decisions and recommendations based on interpreting current policies and programs which may lead to significantly changing those policies and programs and the development of new ones.
6. Ability to communicate effectively, both orally and in writing to include producing technical reports and giving detailed presentations to higher organizational leadership, as well as, maintain good working relationships and work effectively on project teams.
