DOE's Clean Energy Corps is made up of staff from more than a dozen offices across DOE. This series covers positions managing, supervising, leading, and/or performing administrative and management work.
Requirements

Qualifications
You must meet the Basic Education Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-09: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Experience is defined as:
Monitoring one of the following: price and demand movements OR legal and regulatory changes OR structured changes within the sector; AND
Presenting analyses through a variety of means, including formal written studies and oral presentations; AND
Assisting with reviewing and maintain a portfolio.
OR: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. TRANSCRIPTS REQUIRED.
OR: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education more than the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-11:: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience is defined as:
Monitoring one of the following: price and demand movements OR legal and regulatory changes OR structured changes within the sector; AND
Collecting research material, and reviews information for assigned Senior Portfolio Manager(s), to support risk assessment efforts; AND
Assisting in preparing background information needed to estimate the value of assets in individual portfolios utilizing market information or standard valuation procedures.
OR: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. TRANSCRIPTS REQUIRED.
OR: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education more than 36 semester hours (54 quarter hours), may be used to combine education and experience. TRANSCRIPTS REQUIRED.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience is defined as:
Participating in efforts to communicate findings, conclusions, agreed-upon corrective actions, and timeline for remediation of internal assessments and risk management audits; AND
Monitoring technology sector developments as they relate to the borrower's operating environment (examples: price and demand movements, legal and regulatory changes, and structural changes within the assigned sector); AND
Conducting financial analyses of borrowers, guarantors, counterparties, and monitors for warning signs of credit deterioration.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience is defined as:
Implementing an effective portfolio risk management process that assists in identifying, managing, monitoring, and reducing risks in the portfolio assets; AND
Representing the organization at interagency forums or inter-creditor discussions and at steering committees of creditors to discuss and coordinate portfolio management; AND
Providing executive analysis and support to respond to questions or requests for a perspective.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-14: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Experience is defined as:
Supporting staff on the preparation of responses to risk management issues and internal controls deficiencies reported by internal and external auditors, including Corrective Action Plans for eliminating or reducing risks; AND
Assessing the credit and project risks associated with high-value loans for innovative, or commercially ready clean energy generation and manufacturing projects, or advanced technology vehicles and component manufacturing projects; AND
Utilizing project and corporate finance to evaluate the viability of a borrower, or guarantor in a loan portfolio.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-15: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Experience is defined as:
Utilizing project and corporate finance to evaluate the viability of a borrower, or guarantor in a loan portfolio; AND
Reviewing and analyzing project financial statements, progress and engineering reports, legal documents, covenant compliance certificates, collateral reports, Credit Committee memos, financing documents such as Credit and Security Agreements, and information gathered from news reports and site visits; AND
Synthesizing information provided across staff and from other sources external to the organization, to enable senior management to quickly discern key facts and linkages among a myriad of issues that impact the work.
NOTE: There is no substitution of education for specialized experience at the GS-15 level.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
All grades for the 1165 series have a positive education requirement that must be met.Basic Education Requirement
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Specialized Experience (for positions above GS-5): Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education.
