This position is located on a Forest Service unit administering the business administration and financial management phases of a Forest-wide resource products management and sales program. For contact information for individual duty locations, please see the "Education" section.

Duties

Duties listed are at the full performance GS-09 level. Responsible for the complete and detailed administrative review of planned timber sale, stewardship contract or agreement pre-sale package. Responsible for the technical review of contract and agreements to ensure they are complete and technically accurate. Assists in the technical administration of straightforward forest resource management contracts, agreements, and permits. Provides subject matter expertise, direction, and training to the forest product business and financial management resource section. Responsible for validating all post execution sale administration events and financial transactions. Responsible for auditing the existing forest product financial system, checking for accuracy and the proper use of procedures. Independently handles all routine accounting. Routinely interacts with purchasers, contractors, partners, and permittees to interpret and explain all financial aspects of contract, agreement, and/or permit from preparation through closure. Performs other duties as assigned.

Requirements

  • A Level I Forest Products Resource Specialist certification is required to meet basic eligibility for the GS-09 position. You must submit documentation prior to the announcement close.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. For the GS-05 level: As a trainee, the duties and experience in this position will be applied to the requirements for certification as a Level I Forest Products Resource Specialist. A Level I Forest Products Resource Specialist certification must be obtained within one (1) year of reaching the GS-07 level. For the GS-07 level: A Level I Forest Products Resource Specialist certification is required for this position. Incumbents must complete the requirements for this certification within one (1) year of appointment to this position. For the GS-09 level: Incumbent must be a certified Level I Forest Products Resource Specialist in order to qualify for this GS level. The following is required for Level I certification: 1. Thirty-two (32) hours of Forest or Region level Timber Information Manager training. 2. Twenty-four (24) hours of formal Timber Sale Financial Management training. 3. Twenty-four (24) hours of formal Basic Sale Administration training. Specialized Experience Requirement: For the GS-05 level: One (1) year of specialized experience equivalent to the GS-04 grade level in the Federal Service. Specialized experience is defined as meeting one (1) or more of the following: Processing and auditing data and information; Automated systems; Routine and recurring business tasks; Reviewing financial, budget, or accounting documents to ensure accuracy and completeness; Reviewing natural resource permits and related documentation; and/or Maintaining administrative records, special uses, realty, or other natural resource programs. -OR- A four (4) year course of study leading to a bachelor's degree. -OR- An appropriate combination of education and specialized experience. For the GS-07 Level: One (1) year of specialized experience equivalent to a GS-05 grade level in the Federal Service. Specialized experience is defined as meeting one (1) or more of the following: Participated in the validation and issuance of monthly statements and billings; Tracked financial collections and ensured they were processed appropriately in management databases; Performed the work relating to the input, output, review and analysis, posting, and adjustments of accounts; and/or Assisted as bid opener for contracts. -OR- One (1) full year of graduate level education in an accounting, business management, finance, or law field of study; -OR- An appropriate combination of graduate level education and specialized experience; -OR- Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). For the GS-09 Level: One (1) year of specialized experience equivalent to a GS-07 grade level in the Federal Service performing forest products support work. Specialized experience is defined as meeting one (1) or more of the following: Provided technical support work in the financial aspects of contracts and agreement, appraisals and accounting, contract activities, and business management of executed contracts; Interacted with purchasers, contractors, and permittees to interpret and explain all financial aspects of contract, agreement, and permit preparation; and/or Participated in accountability reviews and financial audits of completed contracts or agreements. -OR- A master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in an accounting, business management, finance, or law field of study; -OR- An appropriate combination of specialized experience and education as described above (only graduate education in excess of eighteen (18) semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. In addition to the requirements above, you must be a certified Level I Forest Products Resource Specialist in order to qualify for the GS-09 position. Level 1 certificate must be attached to application for verification. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary, or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate, or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
