Serves as a technical authority for the resolution of especially difficult or sensitive technical problems associated with the collection, deposit, tracking and expenditures of fee revenue and donations collected from the public under the authority of Federal laws and regulations such as the Federal Lands Recreation Enhancement Act (FLREA).

Duties

Provide informal and formal training and education to employees, interns, volunteers, and partners regarding highly technical automated and no-automated systems, software programs, and tools. Prepare or update operating manuals and/or standard operating procedures for the implementation of fee related systems, process, and procedures. Provide assistance to the fee supervisor and/or higher-level fee manager in the development of new fee systems and procedures for implementation above the local level. Perform a variety of special assignments involving the collection, analysis, and reporting of fee collection data for planning or budget preparation purposes. Troubleshoot technically challenging issues with fee program related technologies and equipment that include hardware, software, and peripheral devices such as hand-held devices, computers, point-of-sale (POS) equipment, registers, tablets, mobile phones, scanning devices, automated fee machines (AFMs), and reservations systems. Review and verify content, inventory, quotas, revenue accounting strings, and reservable versus first-come, first-served availability on automated reservation systems such as Recreation.gov. Review fee collection shift and/or donation records for completeness and accuracy. Inspect shift reports, logs, and records. Determine the amount and extent of errors, if any, and the procedures for correcting any problems identified. Verify the accuracy of records, reconstructing, tracing, and correcting errors, if applicable. Research and review applications submitted by academic institutions to waive fees to National Park Service units. Independently make determinations, process requests, and resolve issues with requests submitted through automated or manual management platforms. Resolve complaints and conflicts and refer issues to a supervisor or higher graded employee when necessary. Create accountability records for the tracking of fee collection transactions and activities (e.g., accountable stock, overages/shortages, inventory, credit card chargeback). Operate an electronic cash register, computer, tablet, smart phone, or other POS system to conduct financial transactions. Perform opening and closing shift functions. Issue entrance receipts, tour tickets, permits, park passes, and/or federal recreation passes in accordance with established guidelines. Verify entrance receipts and various passes for validity dates and ownership. Process refunds or upgrades as needed according to established guidelines. Physical Demands: This position requires standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties. Working Conditions: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work may frequently be performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations.

Qualifications

All qualifications must be met by the closing date of this announcement-11/24/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of Recreation Fee Technician, GS-0503-07. Examples of specialized experience include leading others in fee collection related duties as well as technical abilities; assisting with 1) resolving fee program planning issues; 2) training in remittance; 3) identifying fee program/project needs; and 4) supervising, scheduling and managing others involved in fee collection and visitor orientation performing fee collection. Accounting or financial duties to include operating a point-of-sale system; performing recurring or standardized accounting transactions such as remittances and bank deposits in automated financial systems; ensuring accountability of funds and accurate financial record; or resolving software issues that arise in the remittance and/or fee collection process. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position in a field such as accounting, business, or finance. The education must have been obtained in an accredited college or university. (NOTE: You must submit a copy of your transcript that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are using education to qualify and you do not submit specific course work information as described previously, your application will be rated not qualified. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience described in A above (50% of the experience requirement), and 12 semester hours of graduate study from an accredited institution (75% of the qualifying education) as specified in B above, equals greater than 100% of the total requirement. (You MUST submit a copy of your transcripts indicating the number of credit hours and courses in order to qualify based on a combination of experience and education). You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
