As a Senior Project Manager, you will:
Analyze potential or actual multifamily mortgage defaults to determine cause and effect and formulates a corrective plan which may include a forbearance or modification agreement, Section 241 operating loss loan, partial payment of claim, flexible subsidy, tax relief abatement, management improvement and operating plan, Section 8 abatement termination, foreclosure recommendation or other available tools.
Utilize and maintain housing data systems and develops reports to identify and document problems, as well as to prepare detailed plans of corrective actions.
Consult with the Asset Management Division Director regarding projects to be referred to the Office of the Inspector General and or Enforcement Center where evidence of fraud, waste, mismanagement, civil or criminal conduct is evident and sufficient in scope to warrant referral.
Meet with residents and project staff (e.g., project supervisors and managers, maintenance staff) and observes exterior and interior physical conditions, etc.., to identify specific problems, and develop and o explore alternative solutions to correcting the physical and financial deficiencies of the properties.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-14: Specialized experience is one (1) year of experience at the GS-13 level, or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized experience is defined as follows:
- Developing solutions to address physical, financial, and compliance issues relating to potentially troubled and troubled Multifamily projects; AND
-Coordinating or supporting a variety of Multifamily housing program functions (such as FHA mortgage insurance, Section 202, and 811 Capital Advance programs, Section 8 PBRA (including RAD), risk management, and compliance); AND
-Consulting with, and providing, technical assistance nationally to HUD Regional Multifamily program officials, Federal, state, & local government officials on a variety of Multifamily housing program related technical matters.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
