The primary purpose of this position is to serve as Regional Clinical Director for the Air National Guard (ANG) Directors of Psychological Health (DPH) Program concerning policy development, administration, management, training, and clinical guidance.

Duties

Serves as a Psychological Health Program Regional Lead and Headquarters level expert on all aspects of the ANG Psychological Health Program. Administers, tracks, and analyzes data associated with ANG behavioral health and related mental health deployment assessment programs. Works directly with Division and Branch Chief in coordinating future requirements, planning and resourcing by contributing senior level complex advice and expertise relating to Psychological Health. Reviews research requirements and initiatives for the program and make recommendations to and coordinate program evaluation efforts with the (Psychological Health Program) PHP Senior Policy Analyst. Represents ANG/SG Psychological Health Branch with a variety of installation and functional area organizations.

  • Must have a Master of Social Work Degree from a graduate school of social work accredited by the Council of Social Work education or related field

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions + IOR For 0185 Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: DEGREE: Social Work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education. NOTE: You must submit copies of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Mental Health Program goals, objectives, policies, and regulations to effectively implement, develop, and improve psychological health programs targeting service members and their families. Knowledge of program data and resources to effectively negotiate with management as well as outside agencies to accept and implement new policies and procedures that assess organizational effectiveness, even when such changes will demand extensive changes from established procedures or professional practices. Knowledge and principles, clinical practices, clinical assessments and techniques in assessing, intervening, and providing clinical services to service members and their families. Knowledge of domestic abuse to include dynamics domestic violence, the cycle of violence and its impact on children who witness domestic abuse. Considerable knowledge of complex helping systems, professions, and organizations, how they affect psychological well-being, and the multiple uses of such systems, professions and organization to deliver services. Knowledge of professional and organizations who deliver psychological health clinical treatment services. Knowledge, skills and experience in the following areas: utilization of computer systems including word processing and data base management. Program design and development. Research and program analysis. Training to include development and implementation of training programs and curricula. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive and detailed knowledge and understanding of governing policies, precedent setting decisions, procedures, program directives and public laws issued by Congress, the Depart of Defense, and HQ USAF regarding a comprehensive ANG world-wide PHP. 2. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of Mental Health programs, along with knowledge of the mission, organization, and work processes throughout the world-wide programs, and the relationship of support activities to such missions, to develop sound recommendations. 3. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top level management use and decision-making. 4. Ability to communicate effectively, both orally and in-writing, to gain cooperation from others through tact, courtesy, and diplomacy. 5. Knowledge and experience in working with cross functional teams both internally and externally to plan, organize, and direct multi-year strategic planning, goal matrix and metrics to evaluate overall PHP goals and objectives. 6. Practical knowledge of the goals, objectives, work force composition, work methods and functions or programs served, which is sufficient to enable the incumbent to determine whether request; for manpower and request for expenditures are proper, necessary, and timely. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
