The position is located in Nursing Service at the Western North Carolina VA Health Care System - Charles George VA Medical Center, Asheville, NC (CGVAMC). The purpose of this position is to process and maintain attendance and leave records for the Nursing Service. The position is also required to train and educate new employees and staff on attendance and leave systems and software and to continue to be a resource for staff.
Duties
Major duties include, but are not limited to:
Time, Attendance & Records Management (75%)
Prepares Time and Attendance reports for all Title 38, Hybrid Title 38 and Title 5 employees of the Nursing Service. This position addresses: (1) Tours of duty are varied to provide 24 hours, 7-day a week, round-the clock patient care staffing utilizing 8-, 10-, and 12- hour tours. Categories of employees include Registered Nurses, Licensed Practical Nurses, Graduate Practical Nurses, Nursing Assistants, Intermediate Care Technicians, Emergency Medical Technicians, Paramedics, Medical Instrument Technicians, Surgical Technicians, Cardiovascular Interventional Technicians and administrative staff. Appointment authorities include full- and part-time permanent, full- and part-time temporary, and intermittent employees.
Responsible for correct posting, recording and coding of employees who are injured on duty and relieved due to the nature of the injury and must be familiar with OWCP regulations to comply and apply posting requirements to the timecard.
Posts and records appropriate information indicating "COP" benefits and leave charges.
Coordinates with OWCP Clerk and Safety Officer to assure accuracy of records and claims.
Trains and educates leave approving officials, timekeeper staff and new employees in one-on-one sessions regarding employee electronic timecards.
Independently researches and resolves complex and unique problems.
Clerical and Administrative Work (25%)
Performs general clerical and administrative work, which encompasses a variety of different duties and responsibilities such as typing, office automation at or above the established minimum proficiency level and use of Microsoft Office Programs to include Word, Excel, PowerPoint and Outlook.
Utilizes Microsoft Outlook and Teams for communication with managers and other Microsoft programs to track and trend data.
Expert knowledge of Acustaf Scheduling Software utilizing that software to confirm precise hours worked and generates timecards in the VA Time and Attendance System (VATAS) responding and correcting any error messages generated in VATAS to create an accurate timecards for pay.
Adheres to VA policies regarding all record keeping related to time and leave.
Performs other duties as assigned.
Work Schedule: Monday-Friday, 7:30am-4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing computerized timekeeping software to perform timekeeping duties. Engage with customers requesting information or assistance via telephone, TEAMS or email. Utilizing office automation programs and software to create reports, spreadsheets, and complete assignments.

Physical Requirements: The work may require some physical effort such as standing, walking, bending, or sitting. There are no special physical demands. The work is generally sedentary and does not require lots of physical exertion.
