THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP. This National Guard position is for a SURFACE MAINTENANCE MECHANIC SUPERVISOR, Position Description Number D1286000 and is part of the MS CSMS, National Guard.

Duties

This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4), Surface Maintenance Facility. As a SURFACE MAINTENANCE MECHANIC SUPERVISOR, WS-5801-14, you will serve serve as a Full Assistant to a supervisor who has responsibility for providing overall direction and coordination of subordinate work activities and functions. Participates with higher-level management officials in planning and establishing long-range work requirements and schedules. Serves as the highest-level subject matter expert for work accomplished in the organization. Work activities and functions are typically controlled through two or more levels of supervision. The occupation and non-supervisory grade level which best reflects the nature of the overall work operations supervised is Surface Maintenance Mechanic, WG-5801-11. (1) Provides direct input or participates in meetings and/or conferences with engineering, production control, and other personnel involving the initial analysis of long-range work requirements. Reviews immediate and long-range requirements of organizational segments and groups supervised based on workload forecasts, and develops, for approval by their superiors, plans for meeting long-range resource requirements. Plans the allocation of resources and the distribution of work to subordinate supervisors, and determines the internal plan to be followed by subordinate supervisors in applying those resources to accomplish work operations. Evaluates resources required to accomplish proposed work "packages" or program(s) in relation to the resources committed to ongoing and previously scheduled work operations; and recommends changes to superiors concerning previously planned work schedules. Participates fully with higher level management officials and staff organizations in studying and developing recommendations concerning changes in specification requirements, work techniques, and standards; revision of organizational structures, responsibilities, and relationships; and improvement or modernization of equipment, facility layout, and workflow. (2) Assigns and explains work requirements and operating instructions to subordinate supervisors, sets deadlines, and establishes the sequence of work operations to be followed. Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations. Reviews and analyzes work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and avoid possible problems by recommending corrective action to superiors. Participates with management officials and/or engineering personnel to develop qualitative and/or quantitative work standards. Evaluates work operations and reviews completed work and inspection reports to assure that standards are met. Coordinate work operations with the supervisors of other organizations and functions. (3) Develops and establishes internal procedures (e.g., meetings, content, and timing of reports) to be followed by subordinate supervisors to assure effective control and direction of work activities, organizations, and personnel supervised. Identifies long-range training needs for all levels of subordinate supervisors and workers and submits justification and funding requests to superiors and arranges for the accomplish of the training. (4) Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and Federal regulatory Occupational Safety and Health, and environmental requirements. Ensures use of quality conformant products through compliance with established materials shelf-life programs. Ensures all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Implements procedures to account for real property, installation property, MTO&E (Modified Tables of Organization and Equipment) property, TDA (Tables of Distribution and Allowances) property, and installed equipment located at or assigned to the facility in accordance with state and Federal regulations and policies. (5) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies. May be required to serve as a member of the Command Maintenance Evaluation Team (COMET). (6) Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Experience or training which demonstrates the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. SPECIALIZED EXPERIENCE: Must have 36 months experience or training diagnosing, repairing, overhauling, and modifying more complex vehicles, equipment, and more complicated systems. Experience which has provided a thorough knowledge of diagnostic equipment. Experience applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems. Experienced in testing, inspecting, and evaluating the work performed on vehicles, equipment and systems. In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, organize, and lead the work of others in fields directly related the repair function of this occupational series. Must have the ability to perform administrative functions; to read and interpret a variety of technical publications used in the repair of supported equipment. The ability to provide guidance to others in work related directly to this occupational series. NOTES TO CANDIDATES: a.
