This position is located in the Office of the Chief of Staff at the Veterans Healthcare System of the Ozarks in Fayetteville, Arkansas. The Chief of Staff (who at times serves as Acting Medical Center Director during the absence of the Director) has a wide range of professional interests and capacity for involvement in patient care, teaching programs, educational development of his staff, and staff recruitment.
Duties
The duties of the position includes, but are not limited to:
Maintain the strictest confidentiality of the Executive Office business and correspondence; ie printed and electronic files containing sensitive data, which must be protected under the provisions of the Privacy Act and other applicable polices and regulations.
Serve as the records liaison for the Chief of Staff office and is responsible for administrative files pertaining to the operation of the office of the Chief of Staff, establishing new files when necessary in compliance with applicable VACO guidelines and regulations.
Provide guidance and assistance to facility secretarial and administrative support staff in interpreting and applying Medical Center policies relating to office automation and correspondence control.
Serve as the primary contact person for all secretarial/administrative support staff of the clinical services under the Chief of Staff.
Respond to inquiries and administrative problems brought to the Chief of Staff by members of the staff and officials of the agency's network office, State and Local governments, other hospitals and organizations, as well as other federal agencies, and congressional staff.
Notify staff officials of the need for information or recommendations for the Chief of Staff to consider for responses to inquiries, and either prepares the response to the inquiries and problems presented or ensures completion by responsible party.
Interact daily with patients, visitors and staff by telephone, personal contact or through correspondence with the Chief of Staff office.
Receive and read all incoming correspondence for the Chief of Staff, determining proper action, prepares draft responses before referring to Chief of Staff or Executive Assistant, responding to mail not requiring the Chief of Staff's attention and routine matters requiring action by the Service Chiefs.
Type from drafts, voice recordings, dictation, all correspondence and transcriptions for the Chief of Staff, Acting Chief of Staff and COS's Executive Assistant.
Manage the calendar for the Chief of Staff with complete authority for commitment of time.
Manage and coordinate all travel arrangements for the Chief of Staff; ie makes all necessary contacts with agencies and provides traveler with materials required for meetings, including assembling special documentation for presentation at conferences and meetings.
Order and manage Fund Control points for Chief of Staff office, serve as a timekeeper for the Office of the Chief of Staff, as well as backup timekeeper for other services within the Chief of Staff service line.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm (subject to change based on the needs of the agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinates the administrative or clerical work of an office. Computer skills to include Microsoft Word, Excel, PowerPoint, etc. Maintains suspense files. Composes, edits and transcribes correspondence and various types of memoranda. Maintains calendars, scheduling appointments, conferences, and conference calls. Serves as timekeeper. Makes travel arrangements. Takes and prepares meeting minutes. Receiving and routing mail and telephone calls and visitors. NOTE: This experience must be supported by your resume to be creditable.
Proficiency Requirement: In addition to meeting experience requirements, applicants for this position must show possession of the following skill. Applicant may meet this requirement by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificate. Please note, the agency may verify proficiency skills of self-certified applicants by administering the appropriate performance test.

Physical Requirements: Must be physical and mentally alert in order to perform the duties of the
secretary to the Chief of Staff. The work is primarily sedentary, however there is some walking, bending, and carrying of light items such as files, manuals, medical records, etc.
