About the Position: Serves a warranted senior Contracting Officer (KO) at DLA Land at Aberdeen (CA-ZL) in support of the Army Communications-Electronics Command (CECOM) Integrated Logistics Support Center (ILSC) providing command, control, communications, computers, cyber, intelligence, or electronic warfare capabilities (C5ISR).
Duties
Serves as Senior Contract Specialist and Lead Negotiator for highly specialized long-term complex requirements that affect a wide range of procurement activities or contractor operations for DLA Land Aberdeen Detachment.
Serves as a Contracting Officer and/or Technical Contract Expert and Authority for applicable contractual matters related to new and/or mature weapon system requirements with complex and unique logistics support problems.
Analyzes alternatives for program procurement requirements and develops procurement strategy tailored to provide the most effective support of current needs and anticipated long range program requirements.
Coordinates with appropriate service representatives to identify alternative sources of supply, respond to customer requests, and provide advice regarding changes to sales orders as needed.
Establishes Long-Term Contracts, Indefinite Delivery Indefinite Quantity (IDIQ) Contracts, Prime-Vendor, Direct Vendor Delivery (DVD), Virtual Prime Vendor, or Performance Based Logistics (PBL) Contracts for commercial and non-commercial items.
Reviews and analyzes certified cost/pricing data and performs cost analysis based on the review of certified cost/pricing data or other than current cost and pricing data for Commercial and non-Commercial items.
Develops Commerciality Determinations, Pricing, and Negotiation business clearances.
Coaches/Mentors junior specialists to assist in development.

Qualifications
To qualify for a Contract Specialist, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Using a wide range of contracting methods and contract types to plan and carry out pre-award and/or post-award procurement actions.
Analyzing difficult contracting issues and identifying any alternative courses of action.
Developing new sources of supply and assesses the impact on the market of large Government contracts.
Identifying sources, analyzing cost and pricing data and contract proposals, and evaluating the offerors for responsibility.
Performing cost or price analysis, including reviewing cost breakdowns to determine reasonableness.
Awarding/Administering contracts that are fixed-price with redetermination provisions, cost reimbursements, or incentives.
Negotiating complex contacts that include diversified supplies and/or services for Commercial and non-Commercial items.
Performing actions necessary to support hybrid contracts that incorporate the procurement of spares, repairs, and services for use by multiple ordering activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
