The position serves as a management and program analyst within Primary Care at the GVSMVAMC facility and performs performance measure analyses; has back-up responsibility for management of PCMM software program; performs program management; and serves as the back-up Primary Care Service Line Automated Data Processing Application Coordinator (ADPAC).

Duties

Major duties include: Provides expertise and advice to all staff involved with Patient Care Management Module, troubleshooting and coordinating processes as needed. Works with Decision Support System (DSS) staff and clinical services to ensure the clinic stop code information corresponds with the DSS stop code identifiers. Audits all Service Line staff with Scheduling Menu access for appropriate use of the package. Collect, compile, analyze and present data regarding the integrity of the Patient Care Management Module package. Establishes, monitors and maintains all clinic profiles for the Primary Care and the associated CBOCs. Ensure that Advanced Clinical Access is incorporated into all profiles within Primary Care. Electronically create or modify team and position settings, assign provider user class based on verified credentials, set maximum panel sizes (based on analysis of provider licensure, FTE, patient intensity, support staff, treatment rooms and specialty PACT adjustment factors), program clinical alert notification levels, and establish preceptor to associate provider links. Ensures the integrity and accuracy of large Primary Care Management Module (PCMM) database which is used to organize and manage the primary care network. Involved in local reviews leading to recommendations that may impact PCMM application process. Plan, develop, and conduct internal review studies on an ad-hoc basis of team activity. Conduct work measurement and/or engineered time standard studies of clerical, technical and professional functions related to primary care teams and activities. Performs management analyses, research projects and provides advisory services on technical compliance, data integrity, workflow & processes, and achievement of numerous and varied performance measures for Primary Care Service management and subordinate clinics. Develop and maintain Service, clinic and provider level performance reports which monitor and trend progress toward meeting numerous and varied Primary Care Service and Medical Center objectives and performance measures in areas including quality (Clinic Reminders/Clinical Practice Guidelines), access, customer satisfaction, employee satisfaction and resource maximization. Participates in service level PACT committees and meetings, national and VISN-level conferences and calls, discussion and/or other workgroups related to primary care, and is knowledgeable of VHA, VISN and local PACT and PCMM policy, handbooks, guidance and/or memorandums. Work Schedule: Monday - Friday, 7:30am - 4:00pm, subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Apply a wide range of methods used to gather, analyze, and evaluate information concerning management processes, draw conclusions and recommend appropriate action. Conduct and facilitate systems redesign activities, including cycle time studies, process flow mapping and rapid cycle improvement. Evaluate operational problems or issues, develop a hypothesis, identify the type of data required, perform data collection and clean-up, analyze the data and develop solutions and recommendations. Interpret pertinent laws, regulations, policies, and precedents which affect the PACT program and primary care operations. Conduct studies of clinic work processes in various parts of the organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education equivalent of successfully completed graduate level education (in excess of the first year or 18 semester hours). To compute the percentage, first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.]. Physical Requirements: The work is sedentary in nature. Manual dexterity is required in operation of a personal computer.
