This position is located at National Capital Parks - East in the Resource Management Division.

Duties

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. This position is located in the Resource Management Division and will serve as the National Capital Parks-East (NACE) Park Archeologist. The position is an integral part of the Park Compliance Team and is responsible for the day- to- day management of archeological resources specifically, and cultural resource management in general. NACE is a large and complex portfolio of parkland and historic sites in the District of Columbia and Maryland. NACE consists of over 8000 acres distributed among 98 locations. Park resources consist of natural areas, recreation areas, cultural landscapes, historic homes, parkways, farms, archeological sites, historic forts, environmental clean-up sites, and private properties under scenic easement. The NACE portfolio includes concessions and a host of programmatic and philanthropic partners. The various sites have strong connections with local communities and attract both national and international visitation. Located in or near the nation's capital, park sites often have high political interest and are visited by U.S., state, local, international, and departmental dignitaries, and staff. Major Duties include but are not limited to: Monitors and evaluates integrity of cultural resources, specifically archeological resources, while developing management strategies to mitigate potential threats and risks. Qualifications

All qualifications must be met by the closing date of this announcement-11/20/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-11 grade level, you must possess at least one of the following basic requirements: BASIC REQUIREMENTS: Degree: Must have obtained the education described in A through C in this paragraph: A) Bachelor or higher degree that includes 3 semester hours each in the following 5 course areas: 1) History of archaeology; 2) Archaeology of a major geographical area such as North America or Africa; 3) Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating and analytical techniques; 5) Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. B) IN ADDITION, must have taken six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying. C) AND must have completed archaeological field school. Field school must be documented in your transcripts or resume. You must include a copy of your transcripts to qualify for the education requirement. -OR- Related Curriculum: I have a degree in a related curriculum: Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements stated in A above, including archaeological field school. Field school must be documented in your transcripts or resume. You must include a copy of your transcripts to qualify for the education requirement. -OR- Combination of Education and Experience: I have a combination of education and experience (college-level education or training) that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. You must include a copy of your transcripts and hours worked per week in your resume. -OR- Experience: I have four years of archaeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archaeology. The work experience must have included archaeology field experience, which may include that gained in an archaeological field school. Field experience should have included a combination of professional experience in archaeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archaeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archaeological project. You must include hours worked per week in your resume. In addition to meeting at least one of the basic requirements listed above, to qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: conducting archeological site inventories and cataloging; photographing artifacts for curation and producing quality photographs for report publication; preparing archaeological survey and excavation reports; using Global Positioning Systems (GPS) and Geographical Information Systems (GIS) to record archaeological site and features; and conducting Section 106 inventory and monitoring projects. You must include hours worked per week on your resume. -OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a PhD or equivalent doctoral degree in an accredited educational institution concentrated in a field that is directly related to the work of this position, in archeology, anthropology, or other directly related subject matter You must provide copies of your transcript. -OR- Successful completion of a combination of education and experience as described above. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal 100% to qualify using this option. You must include hours worked per week and a copy of your transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
