This position is located within the Geriatric and Extended Care Service Line (GEC SL) at VA Pittsburgh Healthcare System (VAPHS) and reports to the Home Based Primary Care (HBPC) Director.

Duties

This position has full line responsibility for a wide range of administrative functions related to the Home Based Primary Care (HBPC): Participates in short-range, long-range, and strategic planning. Develops both long and short-range plans. Responsible for the short-range planning related to HBPC budgetary planning, for assisting in the formulation and execution of annual budget including salaries, travel, supplies, equipment, and all other general operating expenses. Strategic and long planning includes but not limited to planning for potential major changes in the HBPC provider staffing model. Gathers and analyzes information regarding the budgetary needs and oversees all phases of budgeting within administrative requirements for the HBPC and assisting with VISN-wide HBPC programs and VA Central Office of Geriatrics and Extended Care (GEC) ongoing and upcoming projects. Completes annual HBPC budget, to include quarterly distributions for expenditures associated with staffing, cultural transformation, education, travel, COVID-related expenses, and overtime. Determines HBPC budget projections, life cycle costs and current costs to assist with projecting costs associated with various planning committees and project improvement committees and advises on fund shortages and makes recommendations regarding funding or program adjustments to promote cost consciousness and identify areas in which savings are possible. Provides coverage for Financial Management Services to manage budget requests and spending. Analyzes necessary human resources, equipment, and space to effectively support the HBPC program. Gathers and maintains valid data used to develop, evaluate, and modify processes and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Coordinates and oversees meetings to monitor performance of contracts within the HBPC, utilizing performance measures and other appropriate analysis tools and quality improvement methods. Monitors and reports Relative Value Units (RVU) data for individual HBPC physicians and HBPC Certified Registered Nurse Practitioners (CRNP) and for aggregate providers and can inform staff as to requirement of RVU's as part of performance standards. Maintains, distributes, and analyzes monthly data and graphs pertaining to admissions, ASIH, discharges, send-outs, throughput, average daily census, and average length of stay admission, readmissions, and program and provider productivity for the individual nursing units and for the HBPC in aggregate. Provides coverage for state home admissions and load applications and related documents into a shared drive for a monthly VISN audits and completes corrective actions. Assists with HBPC action item completion. Participates in monthly CLC ISPT, GEC, Veteran Centered Care, Cultural Transformation committee meetings. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to resolve issues or problems; skill in the use of computer software equivalent to Microsoft Word, Excel, Power Point, Access, Outlook and databases; ability to create spreadsheets, track initiatives, retrieve organizational program data, create/compile reports, and produce charts and graphs; experience in positions that required substantive administrative support functions such as budget, finance, supply and general administration management, and personnel management; experience in positions that required knowledge of qualitative and quantitative analytical techniques to analyze both administrative and operational problems, and present written and oral recommendations; and working knowledge of advanced management principles, organizational theory, analytical and statistical methods, planning methodologies, budgeting and resource management.. You will be rated on the following Competencies for this position: CommunicationManages ResourcesPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
