This position is in a Regional Office of the United States Department of Agriculture's Food and Nutrition Service (FNS). The Regional Office is responsible for ensuring the effective and efficient operation of the Federal nutrition assistance programs administered by State agencies in each region. Incumbent in this position serves as a Grants Management Specialist in one or more federal nutrition assistance programs of the FNS and monitoring State agencies to determine compliance.

Duties

Performs the funding operations for one or more grants for State agencies or a combination of State agencies and ITO for one or more of the federal nutrition assistance programs. Uses accounting systems to initiate and update Grant Award Document (GAD) and Letter of Credit (LOC) documents to provide funding to Grantees. Reviews and monitors the quality of program data provided by grantees in order to determine trends and to identify and resolve potential problems. Performs four extensive accounting reconciliations of the financial data of the assigned grants. Conducts virtual and on-site reviews of grantee fiscal operations to ensure compliance with fiscal requirements. Reviews annual Single State audit reports of assigned grantees. Prepares correspondence to obtain corrective action plans. Provides technical assistance, training and policy clarifications on financial management requirements or explains government-wide grant requirements to Regional and grantee staff.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-09: Specialized experience is fifty-two (52) weeks of experience at the GS-07 level, or equivalent, which has equipped the candidate with the knowledge, skills, and abilities to perform the duties of this position successfully. Specialized experience is: Utilizing financial automated systems to process or collect grant-related or financial data; Developing and maintaining positive working relationships with customers; Analyzing grant and financial data to determine compliance with applicable grants management regulations. To qualify for the GS-11: Specialized experience is fifty-two (52) weeks of experience at the GS-09 level, or equivalent, which has equipped the candidate with the knowledge, skills, and abilities to perform the duties of this position successfully. Specialized experience is: Applying analytical and evaluative techniques to the identification, consideration, and resolution of a wide variety of standard grants administration issues or problems; Reviewing and monitoring the quality of program data provided by grantees to determine trends and resolve potential problems; Performing accounting reconciliations of financial data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If qualifying based on education at the GS-09 level, you must meet at least one of the following:
A.Successful completion of a master's or equivalent graduate degree OR two full years (36 semester hours/54 quarter hours) of progressively higher-level graduate education leading to such a degree or LL. or J.D., if related.
OR
B. Equivalent combination of graduate-level education and specialized experience. Successful completion of over one year (18 semester hours/27 quarter hours) of progressively higher-level graduate education leading to a master's degree in a directly related field of study AND specialized experience.

If qualifying based on education at the GS-11 level, you must meet at least one of the following:
A. Successful completion of a Ph.D. or equivalent doctoral degree OR 3 full years (54 semester hours/81 quarter hours) of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
B. Equivalent combination of graduate-level education and specialized experience. Successful completion of over two years (36 semester hours/54 quarter hours) of progressively higher-level graduate education leading to a Ph.D. in a directly related field of study AND specialized experience.
