About the Position: Develops, interprets, and/or revises and implements safety and occupational health laws, standards, policies and regulations to ensure compliance in all Blue Grass Army Depot operations, and ensure a safe and healthful working environment for all Blue Grass Army Depot employees.
This position may be filled at the full performance GS-11 level or at the developmental grade of GS-09.
Duties
Perform a variety of duties related to planning, maintaining, and implementing the safety program.
Recommend changes to improve safety and occupational health policies.
Assist with the implementation of all statutory and regulatory elements of the Army Safety Program.
Collaborate with safety specialist to ensure the adequacy of existing safety and health measures and to identify where additional preventive measures need to be taken.
Conduct investigations on employee complaints and provide remediation solutions.
Conduct mishap investigations involving explosives or related equipment to prepare formal report through chain of command.
Advise senior leaders of adequacy of programs and recommend correct safety measures.
Educate employees, management staff, and/or senior leaders in safety and occupational health subjects.
Conduct briefings to the organization personnel on safety awareness training.
Recommend work process changes to management staff to resolve safety or occupational health issues.
Evaluate safety and occupational health program components to ensure compliance with regulatory standards.
Recommend changes to improve safety and occupational health policies.
Apply safety and occupational health regulations, principles, or practices to resolve technical compliance issues.
Provide technical advice assistance to management in response to requests for information related to occupational safety requirements.
Ensure compliance with federal, state and local regulations regarding use and handling, receipt, storage, and transportation of explosives materials.
Develop and implement explosives/ordnance safety requirements.
Prepare a presentation to brief after action reviews.
Conduct occupational safety and health inspections and surveys to identify operational, facility, or systemic safety and health deficiencies.
Conduct hazard-risk analysis on deficiencies and assigns a risk assessment code.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- This position requires a medical examination prior to employment.
- This position requires fulfillment of the current Career Program 12 requirement of attaining the CP-12 Safety Professional Certificate and Explosives Safety Level-1 Certificate within one year of appointment.
- The incumbent is required to participate in Chemical Accident/Incident Response and Assistant (CAIRA) situations and serve on teams dedicated to controlling CAIRA situations after being trained for particular duty involved.
- This position requires a SECRET security clearance.

Specialized Experience: One year of specialized experience which includes Applying safety and occupational health laws, regulations, principles, theories, practices, and/or procedures to advise on or resolve matters dealing with occupational safety requirements.; Recommending safety occupational health processes to higher levels of management.; and Implementing programs to reduce the frequency, severity, and cost of accidents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; and training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
