This position serves as the Program Analyst in Fiscal Service at the Department of Veterans Affairs Palo Alto Health Care System, which is a major inpatient and outpatient tertiary referral center with three hospital-based divisions serving the VA Sierra Pacific Network (VISN 21).

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of a GS-12. At the GS-11 you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Duties include, but may not be limited to the following: Performs financial program control of broad scope and impact. Reviews and interprets new and established directives, instructions, regulations, and delegations of authority for potential impact on major program objectives, operating policies, work operations, funding requirements, and progress. Prepares internal instructions, operating policies, procedures, and guidelines concerning assigned programs, and recommends required changes and adjustments to assure proper and adequate accomplishment of major program goals and objectives. Develops, maintains, and monitors integrated reporting systems affecting programs, with functions and operations that are extensively interrelated. Forecasts and estimates program requirements and prepares programmatic charts, graphs, statistical and narrative data, and justifications for top-level reports, presentations, and briefings. Conducts management surveys, audits, and projects and provides advisory services to operating or management officials. Plans internal audits for highly complex, broadly interrelated functions of financial and operational management, Prepares audit reports explaining program deficiencies and disclosing problem areas of significant complexity. Recommends improvements to program operations where differing opinions are strong. Conducts follow-up reviews to ensure implementation of recommendations and analyzes the effectiveness and impact of recommendations issued to correct problems of significant complexity. Provides technical advice and assistance to management and program officials in audit areas of broad scope and impact where potentially controversial recommendations are made to resolve highly complex problems. Plans, develops, and conducts program analyses of substantial scale and impact concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives throughout a large and complex tertiary-care facility. Performs annual and multi-year fiscal planning and analysis for interrelated complex substantive programs with varying needs, goals, objectives, work processes, and timetables. Evaluate the effects of multi-year financial objectives and plans that may conflict with the activity's long-range goals and objectives. Compiles, analyzes, and summarizes financial data (salaries, expenses, facilities, equipment, and so forth) under conditions of great uncertainty and difficulty. Develops detailed estimates and justification for funding to support important programs and projects. Coordinates review and preparation of actual and projected financial estimates, justifications, and strategies in support of important substantive program goals and objectives. Provides financial support in executing long-range (three-to-five-year) detailed financial plans for interrelated complex substantive programs with widely varying needs, goals, objectives, work practices and timetables. Monitors the availability and use of funds and conducts detailed analysis to identify, quantify, and evaluate the mutual effects and interrelationships between program goals and accomplishments and financial resources and policies. Analyzes program funding estimates to identify deficiencies, excesses, trends, imbalances, and so forth to assure that financial objectives are being met on a timely basis and that funds are available and being properly and effectively used to support program goals and objectives in accordance with the approved plan. Serves as Fiscal point of contact for Congressional inquiries. Assists the Chief of Fiscal relating to personnel management with the Human Resources staff as appropriate on all personnel actions, including recruitments, resignations, performance appraisals, classification standards, pay status, and awards. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023 For the GS-11: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. OR, Education: Successful completion of completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a doctoral degree or LL.M. if related in such fields as Human Resources Management, Business Administration, or any other similar degree for which such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Successful completion of a combination of specialized experience directly related to the position and progressively higher-level post graduate education leading to a doctoral degree and the combination is equivalent to the total requirement of this position. To calculate, first determine your total qualifying experience as a percentage of the experience described above; then, determine your total qualifying graduate level education as a percentage of the education required. Add the two percentages. The total percentage must equal at least 100%. NOTE: When combining specialized experience and education, only units in excess of the first two years (36 semester hours or the Master's level) may be used to meet the educational requirement.
