You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the ORDNANCE STORAGE & SHIPMENT BRANCH of the INDUSTRIAL SUPPORT DIVISION in the ENERGETICS MANUFACTURING DEPARTMENT of NAVSURFWARCEN IH DIV. This position is equivalent to the GS-13/14 level. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $145,617).

Duties

You will serve as the Branch Manager, responsible for the efficiency of the Ordnance Storage and Shipment Branch (M33) Branch. You will plan, manage, and execute budget, analyze and plan work requirements, and ensure all assigned functions are executed in a timely manner while taking corrective action as necessary to ensure performance standards are maintained. You will develop and implement methods for performing storage, accounting, and shipping operations. You will ensure Navy storage, accounting, and shipping policy and procedures are being followed by employees. You will serve as the central point of contact for storage, accounting, and shipping of explosive/ordnance at NSWC IHD. You will develop and maintain local instruction(s) for storage, accounting, and shipping procedures as necessary. You will serve as the NSWC IHD representative to NAVSEA and DoD for Command-wide conference and working groups on explosive/ordnance storage, accounting, and shipping. You will establish and monitor performance indicators to identify and analyze trends in the areas of storage, and shipping and initiate corrective action to address any problem areas or trends. You will support a manufacturing organization. You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You may be required to serve a one year supervisory probationary period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector leading and executing explosive or ordnance storage and shipping operations to include developing or implementing processes and guidance to ensure compliance with energetic safety and environmental requirements and regulations.
