Duties

Conducting, organizing, leading, directing, and coordinating quantitative and qualitative studies and analyses that are very complex and highly technical in nature. Designing, developing, and adapting mathematical, statistical, econometric and other scientific methods and techniques to analyze management problems of a highly significant nature. Conducting operations research and economic analysis studies, initiating new areas of study, and recommending areas of further study. Performing studies involving a wide view of Key Performance Indicators (KPIs), supply chain processes, and Agency policies, which cross multiple process areas. Applying scientific techniques, with emphasis on mathematical disciplines, to improve operations of the supply chain and DLA logistical systems as a whole. Using simulations and other tools to perform scenario and problem identification in order to provide an objective basis for evaluating alternative management options relating to a process or system change. Preparing study plans that define complex study efforts by providing the background, description, approach, project milestones, resource requirements, and expected business improvements for each major study. Performing quantitative, cost/economic analyses and operations research studies requiring the innovative application of such techniques as mathematical modeling, statistical analysis, (continued) linear and nonlinear programming, simulation, decision theory and probability theory in a new or creative approach. Extracting and manipulating data from the business data warehouse, the Defense Integrated DataBank (DIDB), other internal or external sources, and archived data sources, (continued) applying advanced computer skills in the use of state- of-the-art workstations and servers. Performs as an analytic liaison to the Agency Synchronization Operations Center (ASOC) and other HQs Elements in coordinating customer requirements with reach back to the Analytics Center of Excellence (ACE). Responsible for collecting project requirements and collaborating closely with customers to understand their analytical needs and objectives. Conduct thorough discussions and interviews with clients to elicit, clarify, and document their requirements, ensuring a comprehensive understanding of their business goals through active collaboration, (continued) work with cross-functional teams to design and implement analytics solutions that align with customer expectations.

Qualifications

To qualify for an Operations Research Analyst, your resume and supporting documentation must include: A. Basic Education Requirement: A Bachelor's Degree or higher in operations research. OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college- level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrativeof acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify for the GS- 14 level, specialized experience must be at the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in- grade (General Schedule (GS) positions only), time-after-competitive minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Utilizing research techniques to conduct and lead professional and highly technical work involved in the performance of operations research studies in support of related process area(s) and supply chains. - Use of advanced techniques and the modification and extension of theories, precepts and practices of operations research and related sciences and disciplines. - Quantitative analysis and operations research requiring the application of such techniques as mathematical modeling, statistical analysis, linear and nonlinear programming, simulation, decision theory, and probability theory are necessary for accomplishing operations research studies. - Professional and technical knowledge, skills, and abilities in operations research and economic analysis as they apply to DoD logistics and operational systems. NOTE: Applicants who furnish positive evidence that they have performed highly creative or outstanding research that has led or can lead to major advances in a specific area of research, to a major advance in the discipline or field of science involved, or to major advances in science in general, can be rated under this provision for highly demanding research positions requiring similar abilities. To receive this rating, the work must have been creative in the sense that it developed a basic principle, product, concept, method, approach, or technique, or provided a body of basic information that opened the way for a major advance in the discipline or field of science involved, or to advances in science in general, by providing a method of solving other problems, opening areas of research, or providing the means of exploiting the application of science in a major area. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
