You will serve as a CONTRACT SPECIALIS in the NAVAL FACILITIES ENG SYSTEMS COMMAND MARIANAS of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Cost of Living Allowance (COLA) currently set at 12.25%. COLA is subject to change without notice. Duties

You will participate in acquisition planning for anticipated procurements. You will recommend and develop the most suitable type of contract. You will advise recurring activities prior solicitation on the use of fixed-price and cost-type contracting, processing unsolicited proposals, multiple awards, award fees, and special provisions. You will conduct post-award conferences with contractor and government personnel to ensure all parties understand contractual requirements and provisions. You will analyze and evaluate contract performance on current and previous orders, contractor responsibilities, general administrative expenses, and manufacturing techniques. You will interpret procurement regulations and policies.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Contracting Career Field Level II. Certification is required within 24 months of appointment.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Must be able to obtain and maintain a U.S. Passport.
• May be required to obtain a VISA dependent on the overseas country’s laws/regulations.
• You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
• If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing contractual procurement and administration services with responsibility for Pre-Award and Post-Award functions (e.g., cost analysis, negotiations and administration of services, materials and equipment) associated with a diverse contracting operation involving foreign countries. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

The FY 2020 National Defense Authorization Act amended law to eliminate the requirement at 10 U.S.C. 1724 for 24 semester credit hours of courses in business disciplines for categories of contracting personnel. Applicants claiming they meet the updated basic education requirement of a bachelor's degree but do not possess the 24 semester credit hours of courses in business disciplines should still select response option A under the basic education requirement question

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
