This position is located with the Bureau of Indian Affairs, Rocky Mountain Region in Billings, Montana. The incumbent will perform financial management work relating to the financial activities of the Bureau. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Plans and conducts financial management studies that involve analysis of complex, interrelated administrative processes in budgetary, financial procurement, and property management functions. Reviews and analyzes financial reports generated by the financial system and determines compatibility of each with plans, prior month status, other relevant reports, and the general ledger. Identifies problems and discrepancies, determines if adjustments or corrections are required, and take necessary action to correct and produce reports. Prepares external financial management reports, statements, supporting schedules, justifications, and related documentation as required by OMB, Treasury, and/or Department of Interior to ensure date consistency and integrity.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0501). GS-9: One (1) year of specialized experience equivalent to the GS-7 grade level in the Federal service. Examples may include participating in the planning and performance of financial management studies that involve the analysis of interrelated administrative processes of budgetary, financial, procurement, and property management functions; recommending adaption of established procedures eliminate problems or to improve the operations under study; participating in the review and evaluation of financial systems or effectives of internal controls and integrity of the organization's financial information, analyzing processing flows, reviewing data in reports and financial statements, and identifying abnormal trends and control weaknesses; reviewing and reconciling internal reports produced by the financial management system in order to determine compatibility or prior month status, and processes adjustments to correct or update reports; and/or preparing straightforward reports and statements that contain timely, accurate, and essential financial management information. OR Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree (36 semester hours, 54 quarter hours or equivalent); or LL.B. or J.D., if related to this position. GS-11: One (1) year of specialized experience equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience consists of integration of external system interfaces and internal subsystem modules; reviewing and analyzing financial reports generated by the system, identifying problems and discrepancies and determining if adjustments or corrections are required; preparing recurring financial management reports and statements, and supporting justifications by performing problem analysis, ensuring data integrity and consistency; preparing related financial documentation and adapting financial management procedures to satisfy reporting requirements; evaluating financial system software by preparing test scenarios for new releases, enhancements, and existing features of the software, and by conducting actual testing results. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. GS-12: One (1) year of specialized experience equivalent to the GS-11 grade level in the Federal service (no educational substitute). Examples of specialized experience, determines capability of each with plans, prior month status, other relevant reports, and the general ledger. Takes necessary action to correct and produce reports, prepares externalfinancial management reports, statements, supporting schedules, justifications, and related documentation as required by OMB, Treasury, and/or Department of the Interior. Reviews and analyzes the effect of new or revised regulatory changes and develops financial management procedures; and/or reviews financial management policies, practices, techniques, and procedures that guide office financial work, identifies those guidelines that are in need of revision, develops recommendations for changes; and analyzes the impact of changes. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
