The incumbent serves as a Division Program Manager of the Outpatient Mental Health Clinic (MHC) at the Captain James A. Lovell Federal Health Care Center (JALFHCC). This role is one of six program managers of the MHC that ensures adherence to VA and DOD policies and regulations, ensuring that Evidence Based Treatments and other state of the science treatments are being offered, quality patient centered care is delivered, and resources are being managed efficiently and effectively.
Duties
The Supervisory Marriage and Family Therapist will be responsible for the following functions:
Maintain administrative responsibility and oversight of all clinical and administrative disciplines working in the areas which report to the individual.
Promote security clearance processing for staff.
Complete performance appraisals for immediate supervisees across all disciplines.
Foster interdisciplinary relationships, as well as, professional and educational development.
Promote problem resolution and support staff to optimize quality services and individual productivity.
Work closely with fellow managers in the FHCC Mental Health Clinic on issues related to hiring decisions, clinical team make up, division of resources, staffing, training, as well as, other administrative duties and responsibilities.
Act as a point of reference providing clinical and professional guidance for clinical staff under his/her authority. This will include, but is not limited to, training, documentation, process workflow and other functionality regarding necessary to clinical systems.
Work closely with FHCC staff to ensure that the highest standards of quality and service are maintained.
Serve as a liaison between patients, staff, and other departments and services.
Have proven communication skills (written and verbal), team-building skills, and proven ability to promote morale and teamwork. They will have a general knowledge of military and civilian personnel management procedures and VA performance appraisals
Provide input in planning, budget, mission, operational planning, and policy development.
Assumes a leadership role in resolving highly complex ethical issues that have an impact upon the health care delivery system and/or the consumer within the organization and/or the community.

Conserves resources effectively by using supplies and equipment in a responsible manner.
Ensure employees follow appropriate standard operating procedures related to the equipment, devices, and work practices that impact or have the potential to impact the environment.
Processes to support evidence-based clinical and administrative practice.
Complete psychosocial assessments and utilize evidence based psychotherapies. They will develop and implement treatment plans while functioning as a member of the FHCC Medical staff with full clinical privileges, assuming responsibility for his/her clinical assessments, patient care decisions and documentation.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Candidates must meet one of the following:
Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE,
Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR,
Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
Licensure. Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State.
Exception: The Secretary, or his/her designee, may waive the licensure requirement for persons who are otherwise qualified, pending completion of State prerequisites for licensure examinations for a period not to exceed three years from the date of employment on the condition that MFTs appointed on this basis provide care only under the supervision of a fully licensed MFT with an AAMFT approved license. Non-licensed MFTs who otherwise meet the eligibility requirements may be given an appointment as an MFT under the authority of 38 U.S.C. § 7401
This exception only applies at the entry grade level (GS-9). For grades at or above the full performance level, the candidate must be licensed.
English Language Proficiency. MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Supervisory Marriage and Family Therapist, GS-12
Experience, Education, and Licensure. Candidates must have successfully completed evidence based training in marriage and family therapy and must have graduated from a COAMFTE accredited program OR have passed the AMFTRBE. Candidates must have at least five years of post-licensed clinical experience in delivery of family systems therapy including one-year equivalent to the GS-11 grade level. This experience must demonstrate possession of using evidence based family therapy model while demonstrating progressive professional competency and expertise. Assignments responsible for providing clinical supervision must have an AAMFT Approved Supervisor credential. In addition, the candidate must demonstrate the professional KSAs in subparagraph (b) below.
Demonstrated KSAs. In addition to meeting the KSAs for GS-12 grade level, the candidate must demonstrate all of the KSAs below:
Ability to identify professional development needs of other MFTs and guide them in current family systems theory/therapy practice guidelines.
Ability to collaborate with members of other disciplines and supervisors and to represent the family systems theory/therapy profession both in and outside of VHA. This includes knowledge of the roles, contributions, and interrelationships with other disciplines.
Ability to perform the full range of administrative and clinical supervisory duties including responsibility for work assignments, competency assessments, performance evaluations, selection of staff, and recommendation of awards, advancements, and when appropriate, disciplinary actions.
Ability to analyze clinical data and make recommendations for corrective actions to optimize quality, efficiency, performance, and productivity within service keeping in line with accrediting bodies and policy.
