About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.

Duties

Plan, coordinate, and direct public affairs support for all organizations on the installation to include community relations and media operations. Serve as the liaison between tenant organizations, garrison and the public, legislative liaison, government relations and the garrison newspaper. Serves as the principal staff adviser to the Garrison Commander and senior staff principals on all matters involving public issues and the creation of communication policy. Identify and analyze communication needs as they relate to programs, policies and activities of the community and its higher headquarters. Promote and maintains effective working relationships with representatives of government, members of Congress, civic organizations and other agencies, and with representatives of the media and special interest groups. Serves as the official spokesperson and primary contact for local and national media that require immediate responsiveness. Responds to media queries, to include issues of a sensitive nature or that may be subject to misunderstanding if not properly explained, or that may draw adverse public attention. Plans, implements end oversees effective internal information programs through the garrison newspaper, if applicable, the garrison website and other internal communication media and forums.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is an obligated position. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
  • 5% Business Travel May be required.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS- 12 level: Specialized Experience: One year of specialized experience which includes) Participating in developing a public affairs program communicating an organization's policies, program services and/or activities to include social media; 2) Preparing written, digital and verbal promotional, marketing or advertising content such as, news releases and speeches; and 3) Providing advice on matters involving public issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For GS-12 level: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
