Duties
Monitors and leads projects within the site and represents the site on Agency level Strategic objectives and initiatives.
Serves as a technical expert in reviewing and addressing issues impacting planning, implementation, and evaluation of site initiatives.
Provides technical advice and strategic guidance to staff members in determining courses of action, identification of desirable financial management data, and appropriate analysis.
Represents the site in responding to inquiries and in participating in meetings, briefings, and conferences.
Develops recommendations involving substantive impact on policies, procedures, systems, and operations of the supported organizations and the agency.
Identifies actions required to sustain, validate, and/or improve, DFAS Operations performance measurements, internal controls, and analysis to meet identified goals and objectives.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Performing in-depth resource management analysis and evaluation of financial management procedures, policies, systems, and regulations to ensure the continuity of a financial organization's business operations. Analyze, extract, summarize, and identify trends and issues. Providing new procedures, implementing new financial management procedures, and developing guidance to clarify regulations or policies.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.
