Located in the Bureau of Overseas Buildings Operations (OBO), Planning and Real Estate Directorate (PRE), Office of Real Property Leasing (RPL), Portfolio Management Division (PM). The incumbent serves as a Lead Realty Specialist and provides leadership and direction to a team of Realty Specialists, Budget Managers, and Program Analysts engaged in performing a wide variety of functions in support of the real property management programs of the Department.
Duties
Trains, or arranges training for, team members in the areas of team dynamics and cooperative and complementary work efforts and provides or arranges for technical training as needed for the accomplishment or individual and team tasks.
Researches, learns, and applies a wide range of analytical and evaluative methodologies to identify, assess, analyze, and improve team effectiveness, efficiency, and qualify of work products.
Implements the approval and exceptions lease waiver program for leasing properties and high-value and/or over standard leases for which posts require approval.
Reviews leases to ensure compliance with mandatory model lease clauses, confirms that all amendments are in place and reviews for adequacy of business terms.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience managing a geographically dispersed, multi-million dollar realty property portfolio.
Experience evaluating and executing office fit-outs, and build-to-lease housing developments.
Experience negotiating fair and equitable lease terms.
There is no substitute of education for specialized experience for the GS-14 position.
