You will serve as a ENGINEERING TECHNICIAN in the FACILITIES MANAGEMENT DIVISION, REQUIREMENTS BRANCH of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will oversee the development and operation of a comprehensive Recurring Work/Preventive Maintenance Program. You will work with Performance Assessment Representatives to execute Preventive Maintenance Contract Surveillance. You will provide monthly reports on Dynamic Assets DCR (Direct Condition Ratings) completion percentages to the Requirements Branch Head. You will read/understand contract plans, specifications and drawings to propose cost effective solutions.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Outside applicants claiming VEOA (i.e., those without current or prior Federal competitive or excepted service) must meet specialized experience requirements equivalent to the GS-10 grade level in the Federal Service or equivalent experience in the private or public sector. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Participating in meetings to establish preventive maintenance and repair schedules to ensure facilities remain in good working condition; 2) Applying engineering principles as it pertains to the management and repair of various facilities systems (i.e. heating, ventilating, air condition systems, structural, roofing, electrical, fire alarm, utility distribution systems, etc.); 3) Assuring budget forecasts, estimates and submissions conform to requirements by utilizing knowledge and understanding of budgetary policies and procedures; and 4) Managing preventive and asset maintenance by utilizing a Computerized Maintenance Management System (e.g. Single Platform Maximo system). Applicants who are current or prior Federal competitive or excepted service employees must meet specialized experience requirements equivalent to the GS-09 grade level in the Federal Service or equivalent experience in the private or public sector. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting higher graded technicians in preparing preventive maintenance and repair schedules to ensure facilities remain in good working condition; 2) Applying engineering principles as it pertains to the repair of various facilities systems (i.e. heating, ventilating, air condition systems, structural, roofing, electrical, fire alarm, utility distribution systems, etc.); 3) Aiding higher graded technicians in ensuring budget forecasts, estimates and submissions conform to requirements by researching budgetary policies and procedures; and 4) Inputting preventive and asset maintenance data by utilizing a Computerized Maintenance Management System (e.g. Single Platform Maximo system).
