Duties
You will estimate requirement changes for equipment and utilities as a result of new equipment needs, construction projects, and renovation and improvement projects.
You will analyze electrical power requirements for utilities systems and equipment in existing and proposed facilities
You will perform lifecycle analysis (e.g., calculating energy, replacement costs, failure probability) to provide technical advice on improving utility systems.
You will perform field investigations to evaluate electrical issues and concerns with existing facilities to develop recommendations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing electrical engineering analysis and oversight for Navy or other federal-related electrical transmission and distribution systems within a geographic area of responsibility; 2) Providing guidance regarding electrical systems to Public Works Officers and supported Commands or organizations; 3) Ensuring electrical utility systems meet mission requirements; and 4) Applying knowledge of electrical utility operation and maintenance principles and practices (i.e., National Electric Code, National Electric Safety Code, American National Standards, and OSHA). 4) Applying experience with medium and high voltage electrical systems; utility transformers and switchgear; electrical cables and splices; ETAP or similar electrical modeling programs.
For the GS-13 position: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing electrical engineering services: 1) Executing planning, design, modification, and implementation of processes related to complex utility systems programs/projects; 2) Applying knowledge of electrical construction principles and practices (i.e., National Electric Code, National Electric Safety Code, American National Standards, and OSHA) to develop protection/safety requirements and equipment /material selection; 3) Ensuring proper coordination, planning, and budgeting of electrical utility projects; 4) Formulating expert advice based on professional electrical engineering concepts, principles, practices, standards, and methods; 5) Applying extensive knowledge of electrical utility operation, maintenance, design, and repair principles; and 6) Developing and making oral presentations and briefings on electrical utility systems.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
