About the Position: The incumbent will serve as Contract Specialist, with responsibility for representing the Mission and Installation Contracting Command (MICC), Installation Contracting Office (ICO) in Ft. Moore, GA. Selection(s) may be made at the GS-11 or GS-12 level. If selection is made at the GS-11 level, the position will be considered Developmental with Full-Performance at GS-12.
Duties
Serve as a warranted Contracting Officer with limited signatory authority, for selected contractual requirements for supplies, equipment, construction, or services on behalf of the government.
Monitor contractor's performance for compliance with contract terms and conditions ensuring compliance with contract requirements.
Assure that requirements of law and regulations have been complied with and that clearances and approvals have been obtained prior to signing contracts.
Explains Federal contracting procedures to potential suppliers and determines the most advantageous time to solicit bids for expanded competition.
Ensure appropriate funding, negotiate terms and conditions based on objectives obtained for purchase requests.

- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.

Basic Education Requirement for the 1102 series:
A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Qualifications for GS-11
Specialized Experience Required: GS-11:To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) Providing pre and post-award for acquisition of services for supplies, equipment, and construction; (2) reviewing procurement actions to ensure completion; (3) monitoring contractor performance; (4) utilizing contracting databases to award, document, and monitor contract action; and (5) ensuring compliance of legal and regulatory requirements.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
Qualifications for GS-12
Specialized Experience Required: GS-12: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: (1) Provide pre and post award functions to include contract negotiations, price analysis and contract administration. (2) Monitor contract performance for compliance with terms and conditions. (3) Analyze contract data to identify issues and recommend corrective action AND (4) Provide technical procurement and contract administration guidance to lower-level personnel.
