The primary purpose of this position is to serve as an Aerial Port Expeditor Load Director (APEX),lead four or more personnel in performing general loading/off-loading of cargo aircraft,restraining cargo onboard aircraft using tiedown chains/devices,straps,nets,pallet rail mechanisms,operate motor vehicles,material handling equipment, forklifts, cargo loaders of all sizes

  • May be required to work other than normal duty hours, which may include evenings, weekends and/or holidays. Subject to shift work, rotating shifts, uncommon tours of duty, and emergency overtime.
  • Must be able to work at elevated heights, up to 237” off the ground and able to climb aircraft stairs.
  • Must be able to complete the formal APEX training course and “hands-on’ training.
  • Must be able to obtain APEX certification on multiple types of aircraft and maintain currency. May be selected to perform APEX Instructor and/or Evaluator duties.
  • Must be able to successfully complete a web-based refresher course and practical APEX evaluation annually.
  • Work requires the employee to operate a motor vehicle. An appropriate and valid driver’s license is required for the position.
  • May be required to receive vaccinations as an occupational health precaution due to potential exposure to biomedical hazards (i.e. blood born pathogens).
  • This position must be able to obtain and maintain a Secret security clearance.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6900 Warehousing and Stock Handling Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a AIRCRAFT FREIGHT LOADER LEADER (MVO/FLO) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of cargo aircraft systems, configurations, equipment, emergency procedures, preflight inspection procedures, location of electrical power connections, circuit breakers, hydraulic operating system, and serviceability requirements. 2. Knowledge of cargo aircraft capacity and limitations, floor load restrictions, shoring, restraint requirements, use of load charts and graphs as applied in consideration of weight and balance factors during preparation of load plans to provide the optimum center of gravity throughout flight. 3. Knowledge of cargo/vehicle preparation procedures for loading and handling/placement of hazardous cargo, as well as knowledge in manifesting and shipping documentation requirements, cargo tie-down requirements, cargo inspection requirements, and cargo protection methods. 4. Skill to direct crews when loading aircraft according to weight and balance factors, cargo destination, and emergency jettison plans. 5. Ability to interpret and communicate technical orders and other published guidance; follow checklists and apply safety regulations, practices and procedures. 6. Ability to operate motor vehicles: heavy motor vehicles, K-Loaders, forklifts, tugs, prime movers, and tow vehicles of various sizes and capabilities, and to perform routine vehicle operating servicing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Effort: Works on hard surfaces and in work areas that require standing, bending, kneeling, climbing, and working in tiring and uncomfortable positions. Routine heavy lifting and carrying (45-79 pounds) when loading and off-loading aircraft. Both hands are required. Work requires effort in reaching, bending, turning or moving hands, arms, feet and legs to operate vehicles and equipment. Hours of standing are more than 2 hours per day. Hours of kneeling are one to two hours per day. Hours of repeated bending are one to two hours per day. Routine climbing, use of legs and arms is required. Both legs required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing must meet H1 hearing profile in applicable regulations. Mental and emotional stability required. If it can be otherwise accommodated a specific physical condition or impairment will not automatically disqualify a candidate. Working Conditions: Work is done inside and outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Employee is regularly exposed to the possibility of cuts, scrapes, and bruises, falls from ladders, falling material, or injury from equipment. May be exposed to dust, dirt, grease, solvents, and high noise areas while working in a mechanized work area, or radiation, toxins, explosives hazards, or chemical fumes while working with hazardous materials. Intermittent excessive noise. May be exposed to bio-medical hazards (i.e. blood born pathogens). Required to wear protective clothing such as steel toed safety shoes, ear plugs/headsets, helmets, and/or other protective equipment when in vicinity of aircraft with engines running. Works around moving objects or vehicles and works closely with others.
