About the Position: The position is located at the National Intrepid Center of Excellence (NICoE), Walter Reed National Military Medical Center in Bethesda, Maryland. The NICoE is dedicated to improving the lives of patients and families affected by traumatic brain injury through collaborative efforts with patients, families, referring providers, and researchers.
Duties
Serves as Contracting Officer Representative (COR) for the Department and maintains COR certification to do so.
Examines requests for contract actions to ensure all aspects of the package are complete and prepared in accordance with the prescribed format.
Plans, coordinates, and performs a variety of management/administrative functions in support of the Directorate, in areas such as personnel, budget, administration and program management.
Provides training and support to multiple departments and divisions of the MTF workforce regarding the process of updating the medical center policies and procedures.
Collaborates with multiple agencies to ensure legal sufficiency within instructions.
Serves as principal liaison for civilian personnel matters and payroll management.
Assists staff with the Defense Travel System (DTS).
Responsible for application of Government issuances/instructions and forms management program.
Utilizes recognized general management methods; the military command structure, missions, programs and organizations relationships of DOD, DHA, and other Federal Government Agencies, to ensure compliance.
Utilizes a variety of automated systems such as AUTONOA, Timekeeping, and Civilian Personnel Data System to perform administrative functions.
Serves as the department’s billing official; certifies credit card purchases and ensures credit card purchase practices and documentation are in compliance with government, hospital and department policy and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position requires the incumbent to have tuberculosis testing.

Specialized Experience: One year of specialized experience which includes managing administrative issuances and correspondence related documents; developing and implementing administrative procedures; interpreting policies, regulations and guidance provided by MTF, Department of Defense and the Office of Personnel Management; and assisting with contract preparation and review. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources, or Healthcare Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
