The Phoenix VA Health Care System (HCS) is recruiting for one (1) Secretary (Office Automation) (OA) in the Education service. The primary responsibility of this position is to be the secretary to the Chief of Staff of Education, and the Education service. The position requires expert administrative and clerical skills. The Secretary (OA) is an integral part of the mission of the Education service to ensure all employees, and medical staff comply with mandatory continuing education requirements.

Duties

The Secretary (OA) is a crucial member of the Education department in the mission to ensure all staff comply with mandatory continuing education requirements. This position aids a wide range of members of the service. The Administrative Officer provides direction to the Secretary (OA). The major duties and responsibilities include but are not limited to: Provides general clerical public contact support as answering the phones, screening calls providing information regarding the office to those needed. Communicates and treats customers (veterans, their representatives, visitor, and all VA staff) in a courteous, tactful, and respectful manner. Screens the supervisor's and staff members' calls and determines if the call requires their attention. Prepares recurring reports, memos, and correspondence as required. Performs typing work, whether from voice recording or written material using work processing software and equipment. Provides administrative and clerical support such as arranging meetings (notify participants, reserving room, etc.) composing and/or transcribing minutes, reports, and correspondence. Processes incoming and outgoing material such as correspondence, reports, memorandum, and other forms of written communications. Maintains effective office systems, communication, and procedures to provide a smooth flow of work, and assignments in the department. Utilizes MS Word, MS Excel, MS PowerPoint, and Veterans Health Information & Technology (VistA). Utilizes computer software programs including, but not limited to, word processing program such as MS Word, spreadsheet programs such as Excel, and graphic programs such as Harvard Graphics. Integrates several types of software to specific working documents and forms such a spreadsheet, databases, work processing and other similar products. Maintains records, and files of the service. Work Schedule: Monday to Friday: 7:30 am to 4:00 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Telework available for 1 to 2 days per pay period. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to use MS Word, MS Excel, MS PowerPoint, and Veterans Health Information & Technology (VistA); Administrative and clerical experience; Creates records, and reports. You will be rated on the following Competencies for this position: Customer ServiceEnterprise ArchitectureWriting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work. Work Environment: The work environment involves everyday risks or discomforts and requires normal safety precautions typical of such places as meeting and training rooms, or libraries. The work area is adequately lighted, heated, and ventilated.
