You will serve as a Cultural Resources Specialist in the Cultural Resources and Tribal Relations Product Line of NAVFAC NORTHWEST. This is an interdisciplinary position which will be filled either as a Historian (0170) or as an Architect (0808). Salary Range: GS-11: $76,860 to $99,914 PA GS-12: $92,123 to $119,760 PA

Duties

You will prepare cost estimates for architectural historical investigations. You will brief others on natural or cultural resources issues. You will coordinate work efforts among multiple organizational entities to complete environmental and cultural resources tasks. You will plan facility and site inspections to assess condition of historic properties. You will organize and direct projects by defining and modifying plans and outlines. You will prepare environmental planning documents that fulfill National Historic Preservation Act requirements.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to be qualified under the professional standards of the Secretary of the Interior contained in the National Historic Preservation Act regulations 36 CFR 61.

Qualifications

For GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Contribute to field investigations in the field of cultural resources management, history, and historical architecture using accepted professional standards and methods; 2) Interpreting and implementing existing and proposed federal, state, and local programs, policies, laws, and regulations related to cultural resources, NEPA documentation, interagency coordination, and community planning; and 3) Evaluating proposed facilities or projects to ensure they follow compliance requirements for environmental, cultural resources, and natural resources compliance requirements. For GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assist with environmental planning and cultural resource coordination in conformance with National Historic Preservation Act (NHPA), the American Indian Religious Freedom Act, Native American Graves Protection and Repatriation Act, Archeological Resources Protection Act (ARPA), and National Environmental Policy Act (NEPA) and related regulations; 2) Implementing existing and proposed federal, state, and local programs, policies, laws, and regulations related to cultural resources, NEPA documentation, interagency coordination, and community planning; and 3) Identify innovative methods to maintain historical structures while preserving their historical integrity. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

FOR Historian 0170 series:
You have successfully completed a degree in history or related field that included at least 18 semester hours in history.

OR

You have a combination of education and experience with courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education.

FOR Architect 0808 series:
Successfully complete an architecture bachelor's degree or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems

OR

Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
