The primary purpose of this position is to serve as a community planning professional at an Air Force (AF) installation responsible for managing activities related to human, community, regional, urban, comprehensive, and land use planning. This is a developmental position with known promotion potential to the target position of Community Planner, GS-0020-12.
Duties
Facilitates the development and maintenance of the Installation Development Plan (IDP) and other comprehensive planning studies used as the basis for installation planning, land use development, and installation investment planning decisions.
Ensures compatible use planning between on and off installation facility and infrastructure development and land use.
Plans, programs, budgets, and executes required projects in support of assigned programs.
Collects data and evaluates factors which affect the physical development, maintenance, and management of installation infrastructure assets.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

- Certificate from the American Institute of Certified Planners is preferred.
- Work will occasionally require travel away from the normal duty station by vehicle or on military or commercial aircraft.

- The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
- A significant background of practical experience as well as a thorough grasp of theory to identify and define the nature and scope of obscure problems is required.
- Extensive experience in a specific area of planning (e.g., Planning Law, Spatial Planning, Transportation Planning, Land Use Planning, and Environmental Planning) is typically required.
- A degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science,
- or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis,
- and development finance, urban planning, community or regional planning, architecture, economics or a related field is highly desirable.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience, or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE GS-0020-05: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the basic principles, concepts, and methodology of the Community Planner. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments.
SPECIALIZED EXPERIENCE GS-0020-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes principles, concepts, and theories of the Community Planner, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: I have 1 year of graduate-level education or superior academic achievement.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
SPECIALIZED EXPERIENCE GS-0020-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes principles, concepts, and theories of the Community Planner, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: I have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
SPECIALIZED EXPERIENCE GS-0020-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes techniques and philosophy of comprehensive planning to include urban/regional planning techniques, AF policy, and major command requirements, necessary to develop and implement an installation master (development) plan. Substantive knowledge of the AF and DOD community planner programs policies and goals to optimize the installation's land development (e.g. transportation network, facility locations, land preservation, sustainable and defensible planning).

EDUCATION: I have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-0020-05/07/09/11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of basic principles of the Community Planner or related field.
Skill in communicating factual and procedural information clearly, orally and in writing.
Ability to learn basic techniques of the Community Planner.
Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
Ability to plan and organize work and consult effectively with co-workers.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-0020-12 CONTINUED IN EDUCATION
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-0020-12: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Professional knowledge of community planning concepts, principles, theories, regulations, and methods necessary to identify and inform investment strategies for the repair, maintenance, sustainment, and development of installation facilities and infrastructure.
- Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to complex planning problems that require interpretation or extension of policy guides and substantial modification of techniques and procedures.
- Knowledge of automated tools, systems, and programs such as SMS Builder, CPP, CADD, GIS, project tracking, and other software programs.
- Skill in communicating orally and in writing with clarity, conciseness, and persuasiveness and the ability to relate the effect of community planning decisions on the mission and goals of an installation.
- Ability to organize, divide, and distribute portions of work to other professional and expert personnel in order to complete large and complex planning projects and resolve complex planning issues.
- Ability to plan, budget, and execute required projects in support of program asset management activities based on relative priorities and available funds.
