Duties

The primary purpose of this position is to serve as an Air Refueling Director for worldwide refueling planning, management, coordination and execution of all aspects of operational, contingency and exercise air refueling missions. Serves as the 613 AOC/AMD Air Refueling Control Team Subject Matter Expert (SME) supporting Pacific Command (PACOM) Area of Responsibility (AOR) air refueling support with the ultimate responsibility of ensuring efficient use of air refueling assets. Duties: Directs and oversees high priority, time sensitive air refueling missions optimizing tanker assets to ensure the safe and efficient operations of air refueling missions flown worldwide. Serves as an Air Refueling Control Team SME for the 613 AOC/AMD, providing air refueling planning for DOD, PACAF and TACC tasked air refueling missions supporting ONE, POTUS, SDM, and PACAF Approved Exercises/Service Missions flown within the PACOM AOR. Serves as an Air Refueling SME for the 613 AOC/AMD ensuring all mission planning functions are completed facilitating the sound execution of all PACAF, AMC and DOD directed air refueling missions. Utilizes various tracking spreadsheets and command automated computer systems developed to streamline the air refueling planning process. Maintains a comprehensive working knowledge of all applicable regulation, directives and procedures necessary to effectively and safely plan and execute air refueling missions Serves as an organizational representative to the Battle Staff in crisis/contingency situations. Evaluates and determines most efficient and practical use of air refueling assets to ensure mission accomplishment.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Unique working hours (12 hour shifts) and long periods of overtime (weekend, holidays, more than 40 hours per week) may be required. Shift work in the AR Execution Cell may be required.
  • Will be required to work independently to resolve/provide solutions to a myriad of problems requiring air refueling expertise.

Qualifications

Conditions of Employment Continued: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal; demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of a wide range of air refueling policies, contingency mobility operational plans (OPLANS), principles and practices; knowledge of Air Force air refueling policies and procedures to provide services to satisfy user requirements for long duration flights involving multiple air refueling and to make independent decisions concerning the planning, scheduling and execution of all assigned air refueling missions, and to interpret policies, procedures and guidelines of the command; experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive Knowledge of a wide range of air refueling operational concepts, policies, contingency mobility war plans, principles and procedures. Knowledge of tactical fighter/bomber planning policies that pertain to air refueling, deployment planning, concepts, goals, procedures, guidelines and requirements for long duration flights. 2. Knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, international airways routes and structure, oceanic routes, controlled and special use airspace, diplomatic clearance requirements, aeronautical charts, airways, area avoids flight safety issues and critic.al flight planning procedures. 3. Knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, enroute supplements, i.e., runway length, load bearing capability, type of fuel available, aircrew limitations, etc. 4. Knowledge of aircraft capabilities and limitations to include range, fuel requirements, configuration, and loading and· takeoff weight restrictions. 5. Knowledge of various transportation computer-based software programs. 6. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
