You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT OFFICE - COMPTROLLER (N00FM) of NCTAMSLANT NORVA.

Duties
You will formulate budgets and prepare budget exhibits in accordance with applicable laws, regulations, and guidelines in support of direct and reimbursable funding.
You will process incoming reimbursable funding documents in accordance with applicable laws, regulations, and guidelines, and spend plan; including audit readiness.
You will support the Financial Management Office's (FMO) initiate on Financial Improvement and Audit Readiness (FIAR) and provide consolidation report reviews.
You will accept, certify, and validate invoices in Wide Area Work Flow and validate prior year and current year execution against budget submission for Contract Period of Performance and option year costs.
You will execute funding documents for budgeted direct and reimbursable programs in accordance with applicable laws, regulations, guidelines, and spend plan, including audit readiness.
You will prepare and present briefings as necessary to include Key Performance Indicators such as Unmatched Disbursements, Outstanding Travel, Negative Unliquidated Obligations (NULOs), and Outstanding Commitments.
You will execute funding documents for budgeted direct and reimbursable programs in accordance with applicable laws, regulations, guidelines, and spend plan, including audit readiness.
Requirements

- Must be determined suitable for federal employment.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. *Experience applying budgetary policies, precedents, procedures, and regulations to identify, analyze, and resolve a range of budgetary problems such as development of alternative methods of funding.
*Experience utilizing, extracting and analyzing data from administrative and financial management systems such as Command Financial Management System, Standard Accounting and Budget Reporting System, and other like systems.
*Experience identifying, analyzing and conceptualizing budgetary problems and development of alternative solutions as required.
*Experience executing and reviewing encumbrance documents to support audit readiness initiatives as well as formulating, analyzing and executing a spend plan.
*Experience processing and tracking incoming reimbursable documents and processing vendor invoices, utilizing advanced Microsoft Excel formulas and functions, and Microsoft Office and other software applications and systems.

Education

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successfully completed a Ph.D. or equivalent doctoral degree;
OR successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
OR successfully completed an LL.M. degree that is related to the position being filled.
