The position is located in VHA Central Office, Office of Communications, in the Veterans Health Administration. The incumbent serves as the Director for VHA Broadcast and Video Center within VHA's Office of Communications. The purpose of this position is to provide support to the Department through the production and delivery of educational/informational satellite broadcasts, webcasts, presentations, and other video recordings.

Duties

The incumbent performs the following major duties and responsibilities: Assumes functional responsibility for daily operations of the VHA Broadcast and Video Center. Works with VHA Communications Leadership Team to plan and coordinate media system-wide initiatives, managing the VHA Broadcast and Video Center equipment budget, moderating and coordinating system-wide media equipment purchase proposal discussions, and ensuring economies of scale. Reviews the technical quality of products and services provided by Office of Communications - Broadcast and Video Center, recommends and implements changes when necessary to provide the best quality and most efficient service. Actively researches new technologies to access their applicability to enhance and/or improve the quality and efficiency of media services provided. Serves as the designated point-of-contact for clients interested in media productions. Works with VHA Office of the Chief of Staff Administrative Operations acquisition and contracting experts, to help identify, select and manage the most effective, cost efficient contract vehicle(s) to accomplish the media production work. Articulates and communicates executive level assignment decisions to team members, problems to be solved, actionable events, milestones, and program related issues and timeframes for project completion. Performs full range of supervisory duties and responsibilities for all media personnel and administrative personnel assigned to the Broadcast and Video Center. Work Schedule: Monday - Friday 8:00a.m. - 4:30p.m. Compressed/Flexible: May be aurthorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will qualify based on your experience and the Individual Occupational Requirements for the 1071 series as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the methods, techniques and practices necessary for the development and creation of Interactive Video Tele-training (IVT), Satellite Broadcasting, video for WBT (Web Based Training), CBT (Computer Based Training) applications, traditional linear tape-based programming and the audiovisual requirements necessary to support large conferences; Expert knowledge of all facets of the media process to include non-linear editing techniques, direction of professional and non-professional talent, sound recording and mixing, computer graphics and animation, traditional and interactive live satellite broadcasting and videoconferencing formats for maximum educational benefit. AND, Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled You will be rated on the following Competencies for this position: Customer Service: Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Committed to quality services. Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Technical Expertise: Provide technical expertise for the delivery of educational/informational satellite broadcasts, webcasts, presentations, and other video recordings. Problem Solving/Reasoning: Use a variety of qualitative/quantitative methods to develop/manage and improve the Media Operations and systems. Human Resources Management: Ability to supervise in order to set priorities, assign work, evaluate work of subordinates, and develop subordinates for increased responsibility and succession planning. Leadership: Ability to provide strong leadership and direction to subordinates to ensure success of production operations within scope of responsibilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed in a wide variety of environments dependent upon the film location requirement. Stooping, standing, lifting and other physical demands may be required. Often standing for long periods of time during the day.
