The primary purpose of this position is to manage the civilian Electronic Flight Bag program, and manage all aspects of Electronic Flight Bag information systems to include acquisition, support, training, and installations for a group comprised of four training and support squadrons.

Duties

Administers information systems as administrator for the flying training group. Serves as project officer for the flying training group, recommending selection of and installing new computer and Electronic Flight Bag systems and software, and maintaining all computer and Electronic Flight Bag systems. Administers computer and Electronic Flight Bag security program. Administers the paper flight publication program for the flying training group. Develops courseware to familiarize Electronic Flight Bag users with hardware, software, and guidance required for effective in flight training programs, as well as the paper flight publications program.

  • This position may be required to work other than normal duty hours and may be required to perform other duties as assigned
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations
  • Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available
  • A pre-employment physical examination is required. This position requires moderate physical exertion involving walking and standing. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required.
  • Arms, hands, legs, and feet must be intact and functioning to perform the duties. Good vision in each eye, with or without correction, is required to perform the duties. Near vision, corrective lenses permitted, must be sufficient to read.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes utilizing a wide range of computer techniques, requirements, sources, and procedures; a wide range of diagnostic methods, procedures, and principles to identify system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until the problem has been resolved; current system software supported at the organization to include operating system and application software; and hardware and software, computer equipment, internal computer processes, application and utility programs, and magnetic media. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of computer and Electronic Flight Bag hardware and software systems and their interfaces, as well as DoD and Air Force automated data processing and networking standards, policies, and techniques. Also includes knowledge of mobile device management (MDM) and associated Electronic Flight Bag security procedures sufficient to track devices at the group administrator level and locate stolen or misplaced devices and report information to the unit leadership team and law enforcement authorities. Knowledge of paper flight publication ordering, maintenance, and distribution processes. Knowledge of government purchase accounts and associated regulations, practices, and procedures. Knowledge of courseware development sufficient to produce training materials to familiarize users with hardware and software required for effective use of assigned devices. Ability to use and maintain a computer system, equipment, and software; analyze computer network, software, and hardware problems and develop effective and economical solutions in support of the Electronic Flight Bag and paper publication programs. Ability to oversee and train temporarily assigned military and civilian personnel to execute the Electronic Flight Bag and paper flight publications programs. Ability to instruct users on hardware and software as required for effective use of assigned devices in support of flight training objectives. Ability to build relationships with Air Education and Training Command (AETC), 19th Air Force (19 AF) and 12th Flying Training Wing (12 FTW) Electronic Flight Bag, MDM, flight publication, and industry representatives, and to advocate for 479 FTG interests. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
