About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Resource Management, Performance Analysis and Evaluation, Agana Heights, Guam.

Duties

Establishes program objectives, milestone dates, and assignment of work, and assists Higher Headquarters by serving as a Beta site for software acceptance testing and resolving technical issues. Compiles, consolidates, reviews, analyzes, and submits all finalized MEPRS reports, providing information on expenses, obligations, workload, and manpower utilization for the MEDDAC, DENTAC, and VET Commands. Conducts complex analysis/studies as requested by Higher Headquarters, Command Staff, Chief, Resource Management Division, other key personnel within the facility, and outside agencies, i.e., civilian hospitals, government contractors. Serves as Data Quality Manager for the Medical Treatment Facility. Responsible for performing audits and analysis of data integrity for all automated health care systems at the MTF. Ensures continuous operation of the MEPRS computer systems and subsystems. Uses knowledge of automated system and operating guidance in order to minimize interruption of service.

  • FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.
  • Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.

Specialized Experience: One year of specialized experience which includes: Compile and analyze data from a medical expense and performance system such as Medical Expense and Performance Reporting System (MEPRS) and providing information on expenses, obligations, workload, and manpower utilization to leadership. Assit in evaluating data for consistency with historical data and deviations and provide recommendations for solutions to leadership. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Finance, or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Data SystemsFinancial Concepts, Policies, and PrinciplesFinancial Management AnalysisLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
