Duties

Serves as a Region Installation Management Command (IMCOM) Region office Recreation Program Manager responsible for overseeing, managing, coordinating, implementing, and evaluating assigned recreation programs throughout the assigned region. Assigned programs may include Sports, Fitness, Entertainment, Automotive, Parks and Picnic Areas, Arts and Crafts, Libraries, Community Activity Centers, Outdoor Recreation, Leisure Travel and Better Opportunities for Single Soldiers (BOSS) programs. Serves as an expert advisor and consultant on community recreation programs. Provides technical advice, guidance, and direction to region garrison/installation program managers. Directs, develops, and administers plans and procedures; and implements regulations to provide for a comprehensive community recreation program widely recognized for addressing a broad range of interests and needs of the military community. Institutes innovative programs to meet future needs; and reviews program priorities and develops five-year plan covering projected programs of personnel, funds, and facilities. Responsible for organizing, scheduling, and publicizing region wide and US Forces activities and programs, to include special events. Develops and executes both an annual NAF budget and programs bulk buy initiatives and life cycle requirements. Responsible for ensuring garrisons address all outdoor sports facilities, fields, and aquatic facilities requirements in budgets, short/ long term strategic plans, as well as HQ FMWRC data tools (i.e. Base Line Tool Assessment). Responsible for managing all region tools (i.e. Installation Status Report, Common Levels of Support, IMETS, and others) that address staffing requirements within garrison recreation program areas. Performs other duties as assigned.

Qualifications

Minimum qualifications: (*The experience must be reflected on your resume at the time of application to be considered eligible for this position.*) Work experience directing one or more recreation programs for a Garrison or civilian community. Experience that demonstrated the ability to apply the principles of a verity of recreation program areas (i.e. Sports, Fitness, Entertainment, Automotive, Parks and Picnic Areas, Arts and Crafts, Community Activity Centers, Outdoor Recreation, Libraries, Leisure Travel and Better Opportunities for Single Soldiers (BOSS) programs). Experience in planning and administering a verity of recreation programs; and experience that demonstrated the ability to apply the principles of individual and team sports, and aquatics. This experience may have been gained managing or administering a specific recreation program in a community, industrial activity, school or college; or planning, teaching, or evaluating a physical education curriculum for a secondary or higher academic level. Required experience must have been equivalent to the next lower grade. Ability to make decisions IAW Army and DOD policies. Ability to generate and maintain effective relationships with outside agencies; and strong communication skills required. Ability to write various staff office documents. Knowledge of PowerPoint, Word, Excel, Microsoft Outlook, etc., required. . Highly Preferred Criteria: (*The experience must be reflected on your resume at the time of application to be considered a highly preferred candidate.) Applicants who possess the following will be considered Highly Preferred: Experience of 3 years or more with Non Appropriated Fund (NAF) Recreation programs, to include planning, budget development, personnel management, and financial management. Experience with Morale Welfare and Recreation (MWR) Reinvestment planning to include CPMC, NAF Major Construction and life cycle replacement. Work experience managing or directing one or more MWR Recreation activities for a Garrison for at least one year. Minimum of 5 years of work experience directly related to Army NAF. ***Applicants who meet the minimum qualifications and "Highly Preferred Criteria" will be referred to the selecting official for consideration first.
